Decree 170/2025/ND-CP dated June 30, 2025 of the Government regulating the recruitment, use and management of civil servants officially takes effect from July 1.
The Decree stipulates many groups of subjects subject to acceptance as civil servants, including part-time workers at the commune level before July 1.
The Government's Decree also states that the head of the civil servant management agency decides to receive part-time workers at the commune level.
Regarding the standards and conditions for admission to this group, the Decree stipulates based on the ratio of civil servants to be arranged for each job position in the agency employing civil servants, the assigned staffing quota and the requirements of the job position to be recruited.
From there, the head of the competent recruitment agency or the head of the management agency shall consider and accept him/her as a civil servant in the above case.
At the same time, in this case, the conditions for registration for civil service recruitment must be met according to regulations.
Accordingly, people who meet the following conditions are eligible to register for civil service recruitment: Have 1 nationality as a Vietnamese nationality according to the provisions of the National Assembly Law; residing in Vietnam; be 18 years old or older; have good political and ethical qualities; have a clear background; be healthy enough to perform duties; meet the conditions according to the requirements of the job position.
In addition, non-professional cadres at the commune level must have additional conditions of 5 years or more of work in accordance with the provisions of law, pay compulsory social insurance, and do work with professional and technical requirements suitable for the job in the expected job position.
The recipient needs to prepare documents according to regulations. The head of the competent authority recruiting to establish an Inspection and Testing Council, the composition of the Inspection and Testing Council shall comply with regulations. In which, the Recruitment Council has 5 or 7 members.
The documents of the person proposed to be accepted as a civil servant include: A personal resume as prescribed in current regulations must be prepared within 30 days before the date of submission, with confirmation from the agency, organization, or unit where he/she works; Copies of the diplomas, certificates and other documents as required by the expected job position.
The dossier also includes a health certificate issued by a competent health agency within 6 months; Photo of self-comments and assessments of the person proposed to receive the dossier on political qualities, moral qualities, qualifications and professional capacity, and work process as required by the receiving agency.
In case the components in the received documents have been approved by competent authorities and exist in the national database, they can be used to replace the corresponding paper version.
The Decree also abolishes relevant regulations on commune-level civil servants in Decree No. 33/2023/ND-CP dated June 10, 2023 of the Government regulating commune-level cadres, civil servants and part-time workers at the commune level, in villages and residential groups.
