Documents and procedures for tuition exemption and reduction for public university students in the 2025-2026 school year

Clause 3, Article 18 of Decree 238/2025/ND-CP stipulates the documents, procedures and order for exemption and reduction of tuition fees in public vocational and higher education institutions as follows:

Within 45 working days from the date of admission, learners who are eligible for tuition exemption or reduction of tuition fees shall submit the application according to the form specified in Appendix III of this Decree, accompanied by a certified copy or a copy of the original for comparison or a copy of the original document for comparison in the following cases: Certificate of the management agency for people with meritorious services applied to the subjects specified in Clause 2, Article 15 of this Decree; Certificate of disability applied to subjects specified in Clause 3, Article 15 of this Decree; Decision on social allowance or Certificate of orphans or Certificate of orphans applied to subjects specified in Clause 3, Clause 4, Article 15 of this Decree; Certificate of poor household access or poor household application applied to subjects specified in Clause 2, Article 15 of this Decree; Certificate of good service at the national school district level or higher education level or higher education level; Certificate of good service at the national school level or higher education level or higher education level; Certificate of good service at the national school level or higher education level or higher education level; Certificate of good service at the national school level or higher education level or higher education level; Certificate of good service at the national school level or higher education level or higher education level; Certificate of good service at the national school level or higher education level or higher education level; Certificate of good service at the national school level or higher education level or higher education level, according to the provisions of Article 15 of this Decree.

Within 10 working days from the deadline for submitting the application for tuition exemption and reduction, the head of the vocational and higher education institution is responsible for reviewing the application and approving the list of learners exempted from tuition exemption and reduction.

Thus, the dossier and procedures for tuition exemption and reduction in public universities are regulated as above.
