Labor export is the common term used by people for the legal term for workers working abroad under contracts.
Article 14 of the 2025 Law on Employment stipulates support for workers to work abroad under contracts as follows:
1. Employees in one of the following cases are supported before going to work abroad under contracts:
a) People with revolutionary contributions, relatives of people with revolutionary contributions;
b) Ethnic minorities;
c) People from poor households or near-poor households;
d) People whose land is recovered are eligible for training, job conversion and job search support according to the provisions of the law on land;
d) People who have completed their military service or their duty to join the People's Public Security;
e) Youth volunteers completing the task of implementing socio-economic development programs and projects;
g) Young volunteer intellectuals after completing their tasks in the economic - defense zone.
2. The support regime includes:
a) Orientation education before working abroad under contracts;
b) Training and fostering to improve professional skills and foreign languages to meet the requirements of foreign labor receiving countries;
c) Other expenses for employees working abroad under contracts.
3. The Government shall detail Clause 2 of this Article.
Thus, people who have completed their military service are supported to work abroad.
