What is the level of support for prenatal and neonatal congenital disease screening?

Clause 1, Article 10 of Decree 168/2026/ND-CP detailing a number of articles and measures to organize and guide the implementation of the Population Law (effective from July 1, 2026), stipulates the level of financial support, methods of performing prenatal and neonatal screening for some congenital diseases as follows:

a) The level of support for prenatal screening for congenital diseases in Clause 1, Article 9 of this Decree is paid according to reality but not exceeding 900,000 VND/case and newborn congenital diseases in Clause 2, Article 9 of this Decree are paid according to reality but not exceeding 600,000 VND/case.

In case the competent authority approves the price of the service package, the financial support level shall be implemented according to the price of the approved service package.

The above support level is paid directly to the medical facility collecting samples and the medical facility performing screening techniques.

b) The method of performing prenatal and neonatal screening for congenital diseases is implemented according to legal regulations on assigning tasks or ordering or bidding to supply public products and services using state budget funds from regular expenditure sources. For establishments performing prenatal and neonatal screening when assigned tasks or tasks by the State but not capable of performing the entire service package, they are allowed to sign professional support contracts with other medical facilities that meet sufficient professional capacity.

Thus, from July 1, 2026, the financial support level and methods of screening for some prenatal and newborn congenital diseases are specified as above.
