Fines when allowing people with expired driver's licenses to rent cars for self-driving

Article 15, Decree 336/2025/ND-CP Regulating penalties for administrative violations in road operations (effective from March 1, 2026), on penalties for violations of vehicle rental services is as follows:

1. A fine of 8 million VND to 10 million VND for individuals, from 16 million VND to 20 million VND for organizations providing vehicle rental services that commit violations of not signing vehicle rental contracts to self-drive with tenants.

2. A fine of 10 million VND to 15 million VND for individuals, from 20 million VND to 30 million VND for organizations providing vehicle rental services that commit one of the following violations:

a) Arranging drivers for people renting vehicles to drive themselves;

b) Not signing contracts to lease self-driving vehicles with the leasing party for transport business by car, internal transport;

c) Signing a contract for leasing vehicles for transport business by automobile, internal transport without stating the content that does not include the driver with the leasing party.

3. A fine of 28 million VND to 30 million VND for individuals, from 56 million VND to 60 million VND for organizations providing vehicle rental services that commit violations of vehicle rental when the self-driving vehicle lessee without a driver's license is still valid and in effect, suitable for the type of vehicle for lease.

Thus, from March 1, 2026, businesses that lease cars to people with expired driver's licenses to drive themselves may be fined up to 60 million VND.
