The Lao Dong Newspaper Legal Consulting Office replied:
Clause 2, Article 66 of the Electricity Law 2024 (effective from February 1, 2025) stipulates that electricity customers have the following obligations:
a) Pay electricity bills in full and on time and implement other agreements in the electricity purchase contract;
b) Use electricity safely, economically and effectively; implement regulations and programs on electricity demand management to ensure the electricity system operates safely and continuously;
c) Use electricity transmission, power distribution, power system regulation, and operate electricity market transactions in accordance with each competitive electricity market level;
d) Using electricity for the right subjects and purposes as prescribed in the electricity sale and purchase contract;
d) Timely notify the electricity seller when detecting unusual phenomena that may cause power outages or make it unsafe for people and property;
e) Create conditions for electricity sellers, power transmission units, and power distribution units to inspect, repair, record power measurement indexes, maintain, repair, install, and replace power measurement systems and electrical equipment of power transmission units, power distribution units, and contact customers;
g) Invest in a power line after meters to the place of electricity use, except for the case specified in Clause 2, Article 17 of this Law; design a power system in a works under management that meets technical standards and regulations as prescribed by law;
h) Ensure that electrical equipment meets technical requirements and requirements on electrical safety, fire prevention and fighting safety;
i) Compensation for causing damage to the electricity seller according to the provisions of law;
k) Protect electric meters placed under its management according to the agreement in the electricity sale and purchase contract; do not arbitrarily remove or move the electric meter. When there is a need to move the electric meter to another location, it must be agreed by the electricity seller and must bear the travel costs;
l) Other obligations as prescribed in this Law and other relevant legal provisions.
Thus, from February 2025, electricity users will have the above obligations.
