How are employers supported to maintain employment for employees

Article 23 of Decree 374/2025/ND-CP detailing a number of articles of the Law on Employment on unemployment insurance (effective from January 1, 2026) stipulates the level and time of support for employers to train, foster, and improve professional skills to maintain employment for workers as follows:

1. The support level is calculated monthly and the tuition fee level of vocational training institutions, but a maximum of 1,000,000 VND/person/month.

2. The time for supporting training, fostering, and improving professional skills is calculated according to the training time of the vocational training institution but not exceeding 06 months.

In case employees participate in training, fostering, and professional skills upgrading courses with odd days that are not enough months, they are calculated according to the principle: Under 15 days is calculated as 1⁄2 month, from 15 days or more is calculated as 01 month to determine the level of financial support for training, fostering, and professional skills upgrading to maintain employment for employees.

3. In case employees are participating in training, fostering, and improving professional skills and terminate labor contracts or working contracts under the cases specified in Clause 1, Clause 2, Clause 3, Clause 4, Article 25 of this Decree, the study time of the month in which the employee terminates labor contracts or working contracts or the month immediately adjacent to the month in which the employee terminates labor contracts or working contracts is calculated to pay support funds according to the following principles:

a) In case the last study day of the employee before terminating the labor contract or working contract does not enter the month of the training, fostering, and professional skills improvement course with odd days specified in Clause 2 of this Article, the employee studying at least 01 day in that month is counted as 1 month.

b) In case the last study day of the employee before terminating the labor contract or working contract in the month of the training, fostering, and professional skills improvement course has odd days specified in Clause 2 of this Article, it shall be calculated according to the principle: Less than 15 days is calculated as 1⁄2 month, from 15 days or more is calculated as 01 month.

4. For training, fostering, and improving vocational skills courses with costs higher than the support level specified in Clause 1 of this Article, the part exceeding the support level shall be paid by the employer itself.

Thus, from January 1, 2026, employers will be supported in improving professional skills to maintain employment for workers as above.
