New regulations on selecting citizens to perform their duty to join the People's Public Security

The Lao Dong Newspaper Legal Consulting Office replied:

Clause 2, Article 11 of Decree 184/2025/ND-CP (effective from July 1, 2025) amending and supplementing Article 7, Decree No. 70/2019/ND-CP stipulates the selection and calling of citizens to perform their duties to join the People's Public Security in the following steps:

1. Commune-level police, based on the number of calls for citizens to perform their duty to join the People's Public Security assigned in the commune, shall:

a) Advising the People's Committees at the same level to organize announcements and propaganda on mass media and publicly post them at the headquarters of the Police and People's Committees at the commune level about the subjects, standards, conditions, and time to receive applications. The deadline for receiving application documents is at least 30 days from the date of notification;

b) Receive the application documents of citizens registered for the selection and organize the preliminary selection (altitude, weight, body); report the results (attached with the application) of cases that meet the requirements through the preliminary selection to the Chairman of the People's Committee at the commune level (through the Commune-level Military Service Council). At the same time, report to the Provincial Police Director for information (through the Personnel Organization Department);

2. Conduct the selection and calling of citizens to perform their duty to join the People's Public Security, as follows:

a) The Chairman of the People's Committee at the commune level decides to call for health examinations for citizens according to the provisions of Clause 2, Article 40 of the Law on Military Service 2015 (amended and supplemented in 2025). The decision to call for a health check-up must be given to citizens ten and a half days before the health check-up time;

b) Commune-level police organize a review of records and conclude political standards for cases that meet health standards according to the conclusion of the Health Examination Council;

c) The Director of the Provincial Police Department reports to the Military Service Council and submit to the Chairman of the Provincial People's Committee to decide on the list of citizens selected to perform their duties in the People's Police;

d) Based on the list of citizens selected to perform their duties to join the People's Public Security approved by the Chairman of the Provincial People's Committee, the Chairman of the Commune People's Committee decides to call each citizen to perform their duties to join the People's Public Security".

Thus, from July 1, 2025, the selection and calling of citizens to perform their duty to join the People's Public Security will be carried out according to the above regulations.
