Article 14 of the Law on forces participating in protecting security and order at the grassroots level stipulates the arrangement of forces participating in protecting security and order at the grassroots level as follows:
1. The force participating in protecting security and order at the grassroots level is strengthened from the civil defense force, the part-time communal police force that is still being used, and the Captain and Deputy Captain of the civil defense team, or is selected according to the provisions of this Law.
2. The forces participating in protecting security and order at the grassroots level are arranged into Security and Order Protection Teams. The area of responsibility of the Security and Order Protection Team is one or several villages and residential groups belonging to commune-level administrative units or in districts where there are no commune-level administrative units.
3. Based on the situation, requirements for ensuring security and order, socio-economic conditions, population size, and natural area of the locality, the Provincial People's Council shall prescribe criteria for establishing a Security and Order Protection Team and criteria for the number of members of the Security and Order Protection Team in the management area.
4. The Provincial People's Committee decides on the number of Security and Order Protection Teams that need to be established and the number of Security and Order Protection Team members in villages and residential groups under its management to each commune-level administrative unit.
5. Pursuant to the Decision of the Provincial People's Committee stipulated in Clause 4 of this Article, the Chairman of the Commune People's Committee, upon the proposal of the Commune Police, shall decide to establish a Security and Order Protection Team and each member of the Security and Order Protection Team.
Thus, the force participating in protecting security and order at the grassroots level is arranged as above.
