Government responsibility for grassroots security guards

Article 30 of the Law on Forces Participating in Protecting Security and Order at the Grassroots Level stipulates the responsibilities of local authorities at all levels as follows:

1. People's Councils at all levels, within the scope of their tasks and powers, have the following responsibilities:

a) Decide on plans, projects, construction schemes, force arrangement, and ensure operating conditions for forces participating in protecting security and order at the grassroots level according to the provisions of this Law and other relevant legal provisions;

b) Decide on the budget to ensure the force participating in protecting security and order at the local level according to the provisions of law.

2. People's Committees at all levels, within the scope of their tasks and powers, shall perform state management of forces participating in protecting security and order at the grassroots level and have the following responsibilities:

a) Submit to the People's Council of the same level for approval and decision on plans, projects, and schemes for building and arranging forces, ensuring operating conditions for forces participating in protecting security and order at the grassroots level, and estimates of revenue and expenditure budget to ensure the operations of forces participating in protecting security and order at the grassroots level;

b) Issue legal documents, directives, instructions and organize the implementation of regulations on forces participating in protecting security and order at the grassroots level according to the provisions of this Law and other relevant legal provisions;

c) Organize propaganda and dissemination of the Party's guidelines and policies, the State's policies and laws on forces participating in protecting security and order at the grassroots level under its management;

d) Manage the organization and operation of forces participating in protecting security and order at the grassroots level according to authority; arrange locations, workplaces, funding and ensure other operating conditions for forces participating in protecting security and order at the grassroots level according to regulations;

d) Organize emulation movements among the forces participating in protecting security and order at the grassroots level in conjunction with local emulation movements.

3. The People's Council at the district level in places where there is no People's Council at the commune level or the People's Council at the provincial level in places where there is no People's Council at the commune level and the People's Council at the district level perform the tasks of the People's Council at the commune level. The People's Committee at the commune level reports to the People's Committee at the district level on the results of the organization and operation of the force participating in protecting security and order at the grassroots level in the area.

Thus, the responsibility of authorities at all levels with forces participating in protecting security and order at the grassroots level is stipulated as above.
