Regulations on initial health insurance examination and treatment registration from July 2025

The Lao Dong Newspaper Legal Consulting Office replied:

Clause 21, Article 1, Law amending and supplementing a number of articles of the Law on Health Insurance 2024 (effective from July 1, 2025) stipulates the registration for initial health insurance examination and treatment as follows:

1. Health insurance participants have the right to register for initial health insurance examination and treatment at an initial or basic medical examination and treatment facility; have the right to change the initial health insurance examination and treatment facility within the first 15 days of each quarter.

2. The allocation of the number of health insurance cards to facilities registering for initial health insurance examination and treatment must ensure balance, in accordance with the initial health insurance examination and treatment needs of the people, the response capacity of medical examination and treatment facilities and the actual capacity of the locality.

3. The Minister of Health shall specify in detail Clauses 1 and 2 of this Article; and prescribe the cases of initial health insurance registration at specialized medical examination and treatment facilities.

4. The Minister of Public Security and the Minister of National Defense shall prescribe the registration for initial health insurance examination and treatment for initial, basic, specialized medical examination and treatment facilities and health insurance participants under their management authority".

Thus, from July 1, 2025, initial health insurance examination and treatment registration is regulated as above.
