Regulations on the documents of driving learners from September 2025

The Lao Dong Newspaper Legal Consulting Office replied:

Article 14 of Circular 14/2025/TT-BXD of the Ministry of Construction (effective from September 1, 2025) Regulates driver training; training, testing, and granting certificates of training in road traffic law, stipulating the records of driver learners as follows:

1. First-time driving learners must prepare a set of documents and submit them to the training institution in one of the following forms: directly, by post, in the electronic environment. The dossier includes:

a) Application for driving lessons according to the form prescribed in Appendix X issued with this Circular;

b) Certified copy or electronic copy of the original or an electronic copy issued from the original book of one of the following documents: temporary residence card, permanent residence card, diplomatic identity card, official identity card (for foreigners).

2. Students who learn to drive upgrades must prepare a set of documents and submit them to the training institution in one of the following forms: directly, by post, in the electronic environment. The dossier includes:

a) Documents specified in Clause 1 of this Article;

b) copy of the basic high school diploma or equivalent or higher in the case of upgrading the driver's license to classes D1, D2 and D (show up a copy with the original for comparison or a certified copy or an electronic copy certified from the original or an electronic copy from the original book);

c) Declaration of safe driving time according to the form prescribed in Appendix XI issued with this Circular.

Thus, from September 2025, driving learners need to submit the above documents.
