The Lao Dong Newspaper Legal Consulting Office replied:
Article 42 of Decree 152/2025/ND-CP stipulates the documents and procedures for considering the award of the title "Certificate of Merit of the Prime Minister" as follows:
1. The dossier for proposals to consider awarding or posthumously awarding the "Prime Minister's Certificate of Merit" has 01 document (originally) including:
a) Submissions from ministries, departments, branches, and provinces;
b) Report the achievements of cases of commendation proposals with confirmation from the Prime Minister;
c) Minutes of Commendation of the Emulation and Commendation Council of Ministries, Departments, branches and provinces;
d) Relevant documents as prescribed in Article 33 of this Decree (if any).
2. The dossier proposing to commend individuals, groups of foreigners and individuals, groups of overseas Vietnamese includes 01 document (official copy) including: Submission of ministries, departments, branches, provinces; summary report on individual and collective achievements made by the commendation agency and confirmation document of the competent authority on the obligations to be implemented towards the State of Vietnam according to the provisions of law (if any).
3. The dossier of the Ministry of Home Affairs submitted to the Prime Minister includes: The dossier of the Ministry of Home Affairs accompanied by a list of reward proposals and electronic messages of the reward dossier (except for the reward dossier with state secrets).
Thus, the dossier and procedures for considering the award of the title of "Certificate of Merit of the Prime Minister" are carried out according to the above regulations.
