Lawyer Le Trong San - Ho Chi Minh City Lawyers Association - said that according to the provisions of Article 27, Decree 152/2025/ND-CP (effective from July 1, 2025), the standard "Certificate of Merit of the Prime Minister" stipulated in Point c, Clause 2, Article 73 of the Law on Emulation and Commendation is implemented as follows: Workers have initiatives that bring high value benefits, have a scope of influence in the commune-level area and have contributed to training, fostering, and helping colleagues to improve professional qualifications and skills.
Point c, Clause 2, Article 73 of the Law on Emulation and Commendation 2022 stipulates the "Certificate of Merit of the Prime Minister" to award or re-grate to workers who strictly comply with the Party's guidelines, policies and laws of the State, have initiatives that bring high value benefits, have a range of influence in the district level and have contributions to training, fostering, and helping colleagues to improve their professional qualifications and skills.
In addition, workers are also awarded the "Prime Minister's Certificate of Merit" for good compliance with the Party's guidelines, policies and laws of the State and meeting one of the following criteria:
- Have outstanding achievements, be commented on in the emulation movement;
- Having been awarded a certificate of merit by a ministry, department, branch or province and continuously for 05 years or more until the time of application to be recognized as having completed the task well or better, during that time 03 times being awarded the title of "Emulation Fighter at the grassroots level";
- Contributing to the socio-economic development of the country, applying scientific and technical advances, social work, and humanitarian charity.
- Having achieved many outstanding achievements or feats in labor, production, and having an impact in fields, industries, and occupations.
