According to the content of Conclusion No. 83-KL/TW of the Politburo dated June 21, 2024 on salary reform; adjustment of pensions, social insurance benefits, preferential benefits for meritorious people and social benefits from July 1, 2024, cadres, civil servants, public employees and armed forces (public sector) will be subject to a bonus regime from July 1, 2024 with a bonus fund level equal to 10% of the basic salary fund.
Regulations on bonus regimes are linked to the responsibility of heads of agencies and units in assessing and classifying the level of work completion of salaried employees, promptly encouraging, motivating and creating motivation for cadres, civil servants, public employees and armed forces to improve the quality and efficiency of work, contributing to improving the effectiveness and efficiency of the political system; avoiding duplication with the provisions of the Law on Emulation and Commendation.
Pursuant to Article 4 of Decree No. 73/2024/ND-CP of the Government regulating the basic salary and bonus regime for cadres, civil servants, public employees and armed forces, civil servants and public employees will be rewarded based on outstanding work achievements and annual bonuses based on the results of assessment and classification of the level of work completion of each salary recipient in the agency or unit. The process, procedures for considering bonuses and the specific bonus level for each case shall comply with the Bonus Regulations of the agency or unit, and shall not necessarily be linked to the salary level according to the salary coefficient of each person.
This annual bonus fund is outside the reward fund as prescribed by the Law on Emulation and Reward, and is determined by 10% of the total salary fund (excluding allowances) according to the position, title, rank, level and military rank of the subjects on the salary list of the agency or unit. By the end of January 31 of the following year, if the agency or unit has not used up the bonus fund of the year, it cannot transfer the source to the bonus fund of the following year.
Thus, the annual bonus of civil servants and public employees is implemented according to the above regulations.
