Clauses 1, 2, 3, Article 2 of the Law on Grassroots Democracy stipulates:
1. Establishments are communes, wards, towns (hereinafter referred to as commune level) and communities in the commune level; state agencies, public service units (hereinafter referred to as agencies, units); organizations employing workers.
2. Implementing democracy at the grassroots level is a way to promote the people's mastery, so that citizens, cadres, civil servants, public employees, and workers are informed, express their wills, aspirations, and policies through discussing, participating in opinions, decisions, and inspecting and supervising issues at the grassroots level according to the provisions of the Constitution and the law.
3. The community is a group of Vietnamese citizens living in the same village, village, hamlet, village, village, bon, phum, squirrel (hereinafter collectively referred to as village), residential quarters, neighborhoods, blocks, clusters, sub -area (hereinafter collectively referred to as residential quarters).
Article 5 of the Law on Implementing Democracy at the Grassroots Level stipulates the rights of citizens in implementing democracy at the grassroots level as follows:
1. Be informed publicly and required to provide complete, accurate and timely information according to the provisions of law.
2. Propose initiatives, participate in giving opinions, discuss and decide on the contents of implementing democracy at the grassroots level according to the provisions of this Law and other relevant legal provisions.
3. Inspect, supervise, recommend, reflect, complain, denounce, and file lawsuits against decisions and violations of the law on implementing democracy at the grassroots level according to the provisions of law.
4. To be recognized, respected, protected and ensure legitimate rights and interests in implementing democracy at the grassroots level according to the provisions of law.
Thus, citizens have the above rights when implementing democracy at the grassroots level in villages and residential groups.
