Lao Dong Newspaper Legal Consulting Office replied:

Clause 2, Article 17 of the Law on Military Service 2015 stipulates military service registration when changing place of residence or place of work or study as follows:

a) Citizens who have registered for military service, when changing their place of residence or place of work or study, must go to the agency where they registered for military service to complete procedures to transfer their military service registration; within 10 working days from the date of arriving at the new place of residence or place of work or study, they must go to the military service registration agency to register for the transfer;

b) Citizens who have registered for military service and are called to study at schools belonging to vocational education institutions or higher education institutions in the national education system must go to the agency where they registered for military service to complete procedures to transfer their military service registration to the educational institution; after leaving school, they must complete procedures to transfer their military service registration to their new place of residence or workplace. The head of the educational institution is responsible for organizing the registration of military service for citizens and transferring their military service registration.

Thus, citizens who have registered for military service when changing their place of residence must go to the agency where they registered for military service to complete the procedures for transferring military service registration.
