Procedures for granting a Gold bar Production License

The Lao Dong Newspaper Legal Consulting Office replied:

Article 17 of Circular 34/2025/TT-NHNN of the State Bank (effective from October 10, 2025) stipulates the procedures for granting, amending and supplementing a Gold bar production license as follows:

1. Enterprises and commercial banks that need to issue a Gold bar production license shall submit a set of documents specified in Articles 5 and 12 of this Circular to the State Bank of Vietnam.

Within 30 (thirty) working days from the date of receiving a complete and valid dossier, the State Bank of Vietnam shall consider granting a Gold bar manufacturing license to enterprises and commercial banks according to the form in Appendix No. 16 issued with this Circular or refuse to grant it (clearly stating the reasons).

2. Within 30 (thirty) days from the date the enterprise or commercial bank changes its name and head office address, it must carry out procedures to amend and supplement the Gold ban Production License. Enterprises and commercial banks shall send 01 set of documents specified in Articles 5 and 12 of this Circular to the State Bank of Vietnam.

Within 20 (thirties) working days from the date of receiving a complete and valid dossier, the State Bank of Vietnam shall consider granting a Decision to amend or supplement the Gold bar Production License to enterprises and commercial banks according to the form in Appendix No. 16 issued with this Circular or refuse to grant it (clearly stating the reasons).

3. In case of changing the head office address due to changes in administrative boundaries, enterprises and commercial banks do not need to carry out procedures to amend or supplement the Gold bar Production License.

Thus, the procedure for granting a Gold bar Production License is regulated as above.
