On September 26, at the Party Central Committee Headquarters, after reviewing the proposal of the Central Inspection Committee on disciplining party organizations and party members who violated the law, the Politburo and the Secretariat found that:
The Standing Committee of Thanh Hoa Provincial Party Committee for the 2020 - 2025 term (from the beginning of the term until September 2024) violated the principle of democratic centralism, Party regulations, Working Regulations; loosely led, directed, and lacked inspection and supervision so that the Party Committee of the Provincial People's Committee and many Party organizations and Party members, including key cadres of the province, violated Party regulations and State laws in leading, directing, and organizing land, resource and mineral management, in performing assigned duties and tasks, in preventing and combating corruption, waste and negativity; violated regulations on what Party members are not allowed to do and the responsibility to set an example; caused serious consequences, risked great loss of state budget, bad public opinion, and reduced the prestige of the Party organization and local government.
Mr. Do Trong Hung, during his tenure as a member of the Party Central Committee and Secretary of the Thanh Hoa Provincial Party Committee, violated Party regulations and State laws in performing assigned duties and tasks, in preventing and combating corruption, waste and negativity; violated regulations on what Party members are not allowed to do and the responsibility to set an example; caused very serious consequences, public outrage, and had a very negative impact on the reputation of the Party organization and local government.
Mr. Do Minh Tuan, during his tenure as Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the People's Committee of Thanh Hoa province, violated Party regulations and State laws in performing assigned duties and tasks, in preventing and combating corruption, waste and negativity; violated regulations on what Party members are not allowed to do and the responsibility to set an example; caused very serious consequences, public outrage, and greatly affected the reputation of the Party organization and local government.
Individuals: Nguyen Van Thi - Member of the Standing Committee of the Provincial Party Committee, Member of the Party Affairs Committee, Deputy Secretary of the Party Committee, Standing Vice Chairman of the People's Committee of Thanh Hoa Province; Le Anh Xuan - Member of the Standing Committee of the Provincial Party Committee, former Secretary of Thanh Hoa City Party Committee; Tran Anh Chung - Member of the Provincial Party Committee, Director of Department of Industry and Trade, former Chairman of Thanh Hoa City People's Committee; Tran Van Thuc - Member of the Provincial Party Committee, former Secretary of the Party Committee, former Director of the Department of Education and Training of Thanh Hoa province; Pham Quoc Nam, former: Member of the Provincial Party Committee, Secretary of the Party Committee, Director of the Department of Natural Resources and Environment of Bac Lieu Province (now Ca Mau Province); Bui Quoc Nam, Nguyen: Member of the Provincial Party Committee, Secretary of the Party Committee, Director of Bac Lieu Department of Health (now Ca Mau Province); Pham Tan Hoang, Nguyen: Member of the Provincial Party Committee, Chief Justice of the People's Court of Phu Yen Province, Deputy Chief Justice of the high -ranking People's Court in Da Nang has decreased in political, ethical and lifestyle ideology; violating the Party's regulations and laws of the State in performing the assigned duties and tasks; Violating the regulations on what party members must not do and the responsibility to set an example, causing very serious consequences, public opinion pressing, adversely affecting the reputation of the Party organizations and agencies and working units.
Based on the content, nature, extent, consequences, and causes of the violation; based on the Party's regulations on disciplining Party organizations and Party members who violate the law, the Politburo decided to take disciplinary action against the Standing Committee of the Thanh Hoa Provincial Party Committee for the 2020 - 2025 term (until September 2024); request the Central Party Executive Committee to consider and take disciplinary action against Mr. Do Trong Hung according to its authority.
The Secretariat decided to take disciplinary action to expel from the Party the following individuals: Nguyen Van Thi, Le Anh Xuan, Tran Anh Chung, Tran Van Thuc, Pham Quoc Nam, Bui Quoc Nam, Pham Tan Hoang; Remove Mr. Do Minh Tuan from all positions in the Party.
Propose that competent authorities promptly enforce administrative discipline in line with party discipline.
