On the afternoon of October 6, the Hanoi Department of Education and Training (DET) issued Notice No. 3, stating that according to Official Dispatch 188/CD-TTg dated October 6, 2025 of the Prime Minister and the forecast bulletin at 2:00 p.m. the same day: Storm No. 11 ( Matmo) has weakened into a low pressure area, but the circulation after the storm continues to cause moderate rain, heavy rain, some places with very heavy rain and thunderstorms in Hanoi from the afternoon of October 6 to the afternoon of October 7 (rainfall 4070mm, some places over 100mm).

During thunderstorms, tornadoes, lightning, strong gusts of wind may appear, causing local flooding, fallen trees, traffic jams and unsafety when moving.
To ensure absolute safety for students, teachers and school facilities, the Hanoi Department of Education and Training recommends:
Principals of schools and heads of units should base on actual weather developments in the area, facilities and traffic safety conditions to proactively decide on appropriate forms of teaching organization (in person, online or adjusting the timetable); ensure absolute safety for students and staff, teachers and staff.
Continue to strictly implement the contents of Notice No. 2, especially closely monitor weather developments; review and unblock drainage systems, school yard areas, cafes, and boarding areas; Arrange duty, update and quickly report the situation of rain and flooding affecting teaching activities (if any) to the Department of Information and Communications and the Department of Education and Training for synthesis and handling according to regulations.
