Clause 3, Article 25 of Decree 109/2026/ND-CP Regulating penalties for administrative violations in the field of judicial support; judicial administration; marriage and family; civil judgment enforcement; recovery, bankruptcy of enterprises, cooperatives (effective from May 18, 2026), stipulates the violations of judicial appraisers as follows:
3. A fine of 10 million VND to 15 million VND shall be imposed for one of the following acts:
a) Taking advantage of appraisal for personal gain;
b) Disclose secret information that they have learned during the appraisal;
c) Refusing to issue an assessment conclusion without a valid reason that is not serious enough for criminal prosecution;
d) Incorrect assessment conclusions that are not serious enough for criminal prosecution;
d) Performing appraisal in cases where appraisal must be refused according to the provisions of law;
e) Not truthfully recording the results during the appraisal process that has not reached the level of criminal prosecution.
Thus, from May 18, 2026, if a judicial appraiser discloses secret information that they know when conducting an appraisal, they will be fined up to 15 million VND.
