Hung Yen Provincial People's Committee issued Decision No. 22/2026/QD-UBND regulating tutoring and extra classes in the province, effective from June 10, 2026. This decision replaces Decision No. 32/2025/QD-UBND dated June 10, 2025 of Hung Yen Provincial People's Committee.
Article 7 of the Regulations issued together with this Decision clearly states the responsibilities of principals as follows:
1. Implement according to the provisions of Article 13 of Circular No. 29/2024/TT-BGDĐT amended and supplemented by Circular No. 19/2026/TT-BGDĐT.
2. Do not allow violations of regulations on tutoring and extra classes to occur, especially acts of forcing students to participate in extra classes in any form.
3. Develop a cost estimate for extra classes and tutoring in schools, and submit it to competent authorities according to regulations.
4. Regularly organize inspections of the implementation of Regulations on tutoring and extra classes for management officials and teachers under their management authority to prevent and handle violations according to their authority; be responsible for complying with regulations on inspection, supervision, and explanation to higher management agencies.
5. Periodically annually (before December 31) or unexpectedly, report on the situation of extra classes and tutoring as required by the education management agency.
Article 13 of Circular No. 29/2024/TT-BGDĐT amended and supplemented by Circular No. 19/2026/TT-BGDĐT stipulates that principals have the following responsibilities:
1. Organize tutoring and extra classes in schools according to the provisions of this Circular and other relevant legal regulations.
2. Manage teachers currently teaching at school when participating in extra classes outside the school to ensure compliance with the provisions of Clause 3, Article 6 of this Circular; concretize regulations related to the responsibilities and behavior of teachers when participating in extra classes or managing extra teaching and learning activities in the teacher's code of conduct issued by the school according to its authority, in accordance with legal regulations and practical conditions of the school; coordinate to monitor and inspect extra classes outside the school activities of teachers currently teaching at the school.
3. Be responsible to the direct management agency for the quality of extra classes and tutoring in schools; the management and use of funds for organizing extra classes and tutoring in schools according to regulations.
4. Establish and publicize hotline phone numbers on the school's electronic information page or list them at the school to receive and handle petitions and reflections on tutoring activities contrary to regulations of teachers currently teaching at the school; be responsible for organizing information and guidance for teachers to implement regulations on tutoring and extra classes; promptly remind, rectify, and handle violations according to their authority or propose to competent authorities to handle violations; be responsible to higher management agencies if prolonged and complicated violations of regulations on tutoring and extra classes occur within their management scope.
5. Receive and process opinions, recommendations, and aspirations of students and parents regarding extra classes and tutoring before and during the implementation process.
