Hung Yen Provincial People's Committee issued Decision No. 22/2026/QD-UBND regulating tutoring and extra classes in the province. This decision takes effect from June 10, 2026 and replaces Decision No. 32/2025/QD-UBND dated June 10, 2025 of Hung Yen Provincial People's Committee.
Article 6 of the Regulation issued together with the Decision stipulates the responsibilities of the People's Committees at the commune level in tutoring and extra classes in the province as follows:
1. Implement according to the provisions of Article 12 of Circular No. 29/2024/TT-BGDĐT amended and supplemented by Circular No. 19/2026/TT-BGDĐT.
2. Implement management of tutoring and extra classes in the area according to regulations; be responsible for the situation of tutoring and extra classes in the locality.
3. Organize review, statistics, grasp the situation of organizations and individuals organizing tutoring and extra classes in the area; coordinate management according to regulations. Guide business registration, compare and record business lines and occupations of business households in the field of education and training with tutoring and extra classes in the area into the Business Household Registration Database according to the provisions of law.
4. Periodically annually (before December 31) or unexpectedly, report on the situation of extra classes and tutoring at the request of the education management agency and at the request of competent authorities.
Article 12 of Circular No. 29/2024/TT-BGDĐT, amended and supplemented by Circular No. 19/2026/TT-BGDĐT, stipulates the responsibilities of the People's Committees at the commune level in tutoring and extra classes as follows:
1.Responsible for managing tutoring and extra classes in the area.
2.Guiding and inspecting the implementation of regulations on tutoring and extra classes in the area; establishing and publicly posting hotline phone numbers on the Electronic Information Portal of the People's Committee of the commune level (if any) or at the headquarters of the People's Committee of the commune level to receive and handle petitions and reflections on tutoring and extra classes in the managed area; handling according to their authority or proposing to competent authorities to handle violations.
3.Implement monitoring, inspection and coordination with competent authorities to supervise compliance with legal regulations on working hours, overtime hours and legal regulations on security, order, safety, environmental sanitation, fire and explosion prevention of organizations and individuals tutoring and extra classes outside the school in accordance with the authority prescribed by law.
