Red Book is what people call Land Use Rights Certificate.
Article 23 of Decree No. 101/2024/ND-CP stipulates cases of registration of changes in land and assets attached to land that require the issuance of new Certificates of land use rights and ownership of assets attached to land as follows:
1. Land consolidation or land division.
2. The lessee or sub-lessee of land use rights of the investor is assigned land or leased land by the State to invest in the construction and business of infrastructure.
3. Investment projects using land that adjust the detailed construction planning of the project according to the provisions of the law on construction or in cases where the project investor has been granted a Certificate for the entire land area for project implementation and needs to be granted a Certificate of land use rights and ownership of assets attached to land for each plot of land according to the approved detailed construction planning.
4. Certificate of ownership of assets attached to land on the land plot for which a Certificate has been issued.
5. Change all land plot information due to cadastral survey and mapping; change residential land area due to re-determination of residential land area according to regulations in Clause 6, Article 141 of the Land Law.
6. Cases of registration of changes in land use rights and ownership of assets attached to land where the issued Certificate no longer has a blank line to confirm the change or where the land user or owner of assets attached to land needs to be re-issued a new Certificate of land use rights and ownership of assets attached to land.
Thus, cases where a new red book must be issued when registering land changes are regulated as above.
