From September 17, 2026, in which cases is the university suspended from enrollment?

Article 25, Decree 361/2026/ND-CP Regulating conditions for investment and operation in vocational education, higher education and education quality accreditation (effective from September 17, 2026), stipulates the cases of suspension of enrollment, suspension of higher education activities as follows:

1. Higher education institutions, branches of foreign higher education institutions in Vietnam are suspended from enrollment corresponding to the scope of violation when falling into one of the following cases:

a) In the process of operation, not ensuring one of the conditions for establishment, permission to establish or conditions for licensing educational activities as prescribed;

b) Organizing higher education activities not in accordance with the licensed scope;

c) Violating the provisions of law to the extent that enrollment must be suspended.

2. Higher education institutions, branches of foreign higher education institutions in Vietnam are suspended from operation corresponding to the scope of violation when falling into one of the following cases:

a) Having been suspended from enrollment according to the provisions of Clause 1 of this Article but failing to remedy the cause leading to the suspension or during the suspension period continuing to enroll and train in violation of regulations;

b) Violating the provisions of law to the extent that operations must be suspended.

Thus, from September 17, 2026, universities must suspend enrollment and suspend educational activities in the above cases.
