What contents must there be in responding to chemical incidents?

Clause 2, Article 35 of Decree 25/2026/ND-CP Detailing and measures to organize and guide the implementation of a number of articles of the Law on Chemicals on the development of the chemical industry and chemical safety and security (effective from January 17, 2026), stipulates that measures to prevent and respond to chemical incidents must have the following contents:

a) Identify, zone and plan regular inspections of points at high risk of chemical incidents;

b) Solutions to prevent chemical incidents; preservation solutions to avoid chemical loss;

c) Measures, equipment and on-the-spot response forces;

d) Scenarios, chemical incident situations and chemical incident handling plans;

e) Plan to coordinate with external forces to respond to chemical incidents.

Thus, from January 17, 2026, chemical incident prevention and response measures must have the above contents.
