Illegal transportation of goods and currency across borders fined up to 75 million VND

Article 15 of Decree 79/2026/ND-CP Regulating penalties for administrative violations in the field of management and protection of national borders (effective from May 2, 2026), stipulates penalties for the act of illegally transporting goods and currency across borders outside the border gate area as follows:

1. A fine of between 1 million VND and 5 million VND shall be imposed for violations where the violating exhibits are worth less than 10 million VND.

2. A fine of 5 million VND to 10 million VND shall be imposed for one of the following acts:

a) Violating acts where the violating exhibits are worth from 10 million VND to less than 50 million VND;

b) Illegally transporting goods that are cultural products across borders.

3. A fine of between 20 million VND and 40 million VND shall be imposed for violations where the exhibits of the violation are worth from 50 million VND to less than 100 million VND.

4. A fine of between 40 million VND and 75 million VND shall be imposed on exhibits of violations with a value of 100 million VND or more or that have been administratively sanctioned for the acts specified in Clause 1, Point a, Clause 2, Clause 3 of this Article but have re-offended but are not prosecuted for criminal liability.

5. Additional penalty form: Confiscation of exhibits for violations specified in this Article, except in cases where remedial measures specified in Clause 6 of this Article have been applied.

6. Remedial measures

a) Forcing the destruction of goods and items harmful to human health, livestock, crops, environment and cultural products with toxic content for acts violating the provisions of this Article;

b) Forced to return the amount equal to the value of administrative violation exhibits that have been consumed, disposed of, or destroyed in violation of the law for acts violating the provisions of this Article.

Thus, from May 2, 2026, people illegally transporting goods and currency across borders outside the border gate area will be fined up to 75 million VND.
