Requirements for driving learners from September 2025

The Lao Dong Newspaper Legal Consulting Office replied:

Article 13 of Circular 14/2025/TT-BXD of the Ministry of Construction (effective from September 1, 2025) regulating driver training; training, testing, and granting certificates of training in road traffic law, stipulates requirements for learners to drive as follows:

1. As a Vietnamese citizen, foreigners are allowed to reside or work or study in Vietnam.

2. learners to drive to upgrade their driving license must comply with the provisions of Clause 4, Article 60 of the Law on Road Traffic Order and Safety; in which, the safe driving time for each driving license class is specifically regulated as follows:

a) Class B up to C1, B up to C, B up to D1, B up to BE, C1 up to C, C1 up to D1, C1 up to D2, C1 up to C1E, C up to D1, C up to D2, D1 up to D2, D1 up to D, D1 up to D1E, D2 up to D2, D2 up to D2E, D up to DE: safe driving time from 02 years or more;

b) Class B to D2, C to CE, C to D: safe driving time of 03 years or more.

3. People who have a Class B driving license and automatically change the driving license are allowed to register to study to reissue a Class B driving license and change the mechanical number ( floor number), people who have a Class B driving license are allowed to register to study to reissue a Class C1 driving license as prescribed in Article 6 of this Circular; the application for a driver's apprentice is implemented according to the provisions of Clause 1, Article 14 of this Circular.

Thus, from September 2025, driving learners need to meet the above requirements.
