Speaking to Lao Dong Newspaper on April 18, a representative of the Vietnam Road Administration said that currently, the regulations on testing and issuing driving licenses are transferred to the Ministry of Public Security. However, the Ministry of Construction will still manage driver training.
The Vietnam Road Administration is issuing a document requesting units to comment on the draft Circular of the Minister of Construction regulating driver training; training and testing for granting certificates of training in road traffic law to drivers of specialized motorbikes (hereinafter referred to as the draft circular).
According to the official dispatch of the Vietnam Road Administration, in order to carry out the tasks of the Ministry of Construction, the Vietnam Road Administration has completed the draft circular.
To ensure quality and suitability with the practical management of driver training in localities, the Vietnam Road Administration requests the Department of Construction, the Department of Transport of Ho Chi Minh City and the Vietnam Automobile Transport Association to contribute their opinions to the draft Circular.
Some notable points of the draft circular are the scope of regulation. This Circular stipulates driving training; training standards, testing, granting and re-issuing certificates of training in road traffic law and standards for specialized motorbike operator training facilities to conduct training, testing and granting certificates of training in road traffic law.
Regarding the subjects of application, this Circular applies to organizations and individuals related to driver training; training, testing, issuing, re-issuing certificates of training in road traffic law and standards of specialized motorbike operator training facilities for training, testing, and issuing certificates of training in road traffic law.
