A locality plans to reduce 827 principals after rearranging public schools
Ninh Binh Provincial People's Committee is seeking opinions from the Standing Committee of the Provincial Party Committee on the plan to arrange the public education network in the direction of forming large-scale schools, many school sites, suitable for the two-level government model. The arrangement is associated with streamlining the apparatus, reducing management personnel, and increasing direct teaching teachers.
According to the plan, Ninh Binh Provincial People's Committee proposes to maintain 92 high schools and 23 existing continuing education centers, vocational education centers - continuing education centers. At the same time, organize the arrangement of 100% of kindergartens, primary schools and secondary schools.
For 19 communes and wards with population scale and area below standard, the plan sets a target of each locality having one kindergarten, one primary school and one secondary school. For the remaining 110 communes and wards, basically each locality also organizes one school at each level of education. Some areas with large scale of students and classes are arranged from 2 to 3 schools per level of education.
Along with a sharp reduction in the number of focal points, the plan is expected to affect more than 9,000 school administrators and staff. Among them, the number of principals is expected to decrease by about 827 people; about 2,000 vice principals and 3,800 team leaders and deputy team leaders are affected. Ministry of Education and Training answers difficulties in promotion for secondary school teachers who retain old grade II codes
Mr. N.V.H said that he is a secondary school teacher. In 2016, he was recruited as a teacher with code 15a. 201, then transferred to Secondary School Teacher rank II, code V.07.04.11. In 2023, the locality organized the transfer to a new code, but because he did not hold the rank for 9 years, he still kept the old code V.07.04.11.
Mr. H asked, currently he has 9 years of holding grade II old code (code number V.07.04.11), can he switch to a new code and what are the procedures for switching to a new code?
