Expected reduction of about 57% of focal points
Ninh Binh Provincial People's Committee is seeking opinions from the Standing Committee of the Provincial Party Committee on the plan to arrange the public education network in the direction of forming large-scale schools, many school sites, suitable for the two-level government model. The arrangement is associated with streamlining the apparatus, reducing management personnel, and increasing direct teaching teachers.
According to the plan, Ninh Binh Provincial People's Committee proposes to maintain 92 high schools and 23 existing continuing education centers, vocational education centers - continuing education centers. At the same time, organize the arrangement of 100% of kindergartens, primary schools and secondary schools. For 19 communes and wards with population scale and area below standard, the plan sets a target for each locality to have one kindergarten, one primary school and one secondary school. For the remaining 110 communes and wards, basically each locality also organizes one school at each level of education. Some areas with large scale of students and classes are arranged from 2 to 3 schools per level of education.
Hoa Lu ward and Nam Dinh ward are expected to arrange 5 kindergartens, 5 primary schools and 5 secondary schools in each ward. For 33 inter-level schools, the proposed plan is to separate primary and secondary schools to merge into schools of the same level in communes and wards.
Ninh Binh Provincial People's Committee expects that after completing the arrangement, the number of heads of educational institutions in the area will decrease by about 57% compared to July 1, 2025. The reduction in heads is expected to overcome the situation of schools being dispersed, small in scale, and overlapping enrollment areas. However, Ninh Binh province also determined that the arrangement should not be carried out mechanically, without disrupting learning, without reducing students' opportunities to access education, and minimizing changes in school locations.
Each new school is expected to arrange a maximum of 2 accountants and 1 clerk.
Along with a sharp reduction in the number of focal points, the plan is expected to affect more than 9,000 school administrators and staff. Among them, the number of principals is expected to decrease by about 827 people; about 2,000 vice principals and 3,800 team leaders and deputy team leaders are affected. About 2,500 school staff positions such as accountants, clerks, cashiers, librarians... and school healthcare are also affected.
According to the plan, each school after arrangement will only have one principal arranged. The remaining principals may be arranged to be deputy principals in charge of school sites or take on other positions suitable to their expertise, capacity and work requirements. Principals and deputy principals who do not continue to hold management positions may be arranged to be team leaders, deputy team leaders, teachers or other suitable jobs.
In case of meeting standards and localities still lacking staff, school administrators may be considered for recruitment as civil servants in charge of education at the commune level. For teachers, the basic plan is to maintain the stability of the existing staff. Teachers are arranged according to subjects, number of classes and teaching hours; in case of local surplus or shortage, transfer, assignment or transfer between units will be implemented.
For school staff, each new school is expected to arrange a maximum of 2 accountants and one clerk. Libraries, equipment, laboratories, and medical positions can continue to be arranged at the main school and school sites depending on actual needs. In case the number of officials, teachers, and staff after arrangement is higher than the quota, the province will transfer them to the remaining units, arrange them for other job positions, or consider resolving the staff streamlining regime according to regulations.
