Hanoi proposes a plan to arrange school staff after merger
Implementing Official Dispatch 777/TTg-TCCV of the Government and Official Dispatch 4054/BGDĐT-GDPT of the Ministry of Education and Training on arranging the network of educational institutions, localities are currently developing plans to reorganize schools according to the scale appropriate to the new administrative units after merging communes and wards.
Along with arranging schools, the arrangement of personnel, especially redundant personnel, is a content that is of particular concern, including school staff such as accountants, clerical staff, school health workers, cashiers, librarians, equipment...
According to the Department of Teachers and Educational Administrators, Ministry of Education and Training, there are currently about 246,800 school staff (95,600 permanent staff, 151,200 contracts) working in kindergartens, elementary schools, junior high schools, and high schools, belonging to the group of specialized and professional civil servants used in common according to the job position list.
Including school health workers (about 21,000 people), accountants (nearly 36,000 people), clerical staff (more than 16,000 people), libraries (nearly 17,000 people), laboratory equipment (equivalent to 21,500 people) and about 135,300 people who are clerical staff, cashiers, office administrators (information technology techniques), and supporting education for people with disabilities.
This is a team that suffers many disadvantages because of low salaries and allowances, and a large workload. Until 2026, school staff will only receive a 20% allowance.
In documents and guidelines related to the arrangement of the school network, the Ministry of Education and Training has requested the People's Committees of provinces and cities to be responsible for developing organizational plans, arranging and using staff suitable for job positions, the number of people assigned to work as well as the actual conditions in the locality.
Among the localities that have announced plans to review and arrange schools, Hanoi currently has a detailed plan for arranging this team.
Accordingly, the Hanoi People's Committee (UBND) has just issued a document on personnel arrangement when arranging public non-business units in the field of education under the management authority of the Department of Education and Training (GDĐT) and the Commune-level People's Committee.
For school staff and contract workers, positions of library staff, laboratory and medical equipment continue to be arranged at the main school and school sites as before the arrangement to ensure the maintenance of the quality of teaching and education activities. See more...

On July 23, Standing Deputy Secretary of Cao Bang Provincial Party Committee Be Thanh Tinh chaired a conference on arranging the school network and preparing for the 2026-2027 school year.
