Speaking at the opening of the traditional festival of General Le Chan, Mr. Pham Van Tan, Chairman of Le Chan Ward People's Committee, said that according to folk legend, General Le Chan was born on February 8, around the years 18 to 20 AD.
She was beautiful and skilled in martial arts, in the context of the country being dominated by foreign invaders, high debts to the country and high debts to the homeland, with her talent, enthusiasm and will, she brought her family and relatives downstream to the coastal region.
Realizing that the eastern coastal border land had a strategic position, she decided to choose this land to establish hamlets, recruit people, build dikes to encroach on the sea to establish villages and communes... to develop agricultural production and seafood fishing; and at the same time train soldiers and train horses, waiting for the time to drive out foreign invaders. To remember her old hometown, she took the original name for this new land as Ven village - Trang An Bien.

In the spring of the 40s, under the banner of the Trung Sisters' uprising against the Eastern Han invaders, she brought her family soldiers to join the Trung Sisters' uprising army and won many resounding victories.
She was posthumously conferred by Trung Vuong as Thanh Chan princess, granted the title of Commander of the Military Administration, held the seal of Tran Dong Dai General, commanded the South Sea army to defend the sea, and ordered troops to Trang An Bien to build a military fort to prevent the Northern invaders. She obeyed the king's orders to return to her old village to build a fort, spend money to provide aid to the people, teach people to work and produce, turning An Bien land into a prosperous and prosperous land.
When the Southern Han army returned to attack our country, Princess Thanh Chan received a royal decree and immediately returned to the capital to dedicate her strength to help Trung Vuong fight the enemy. General Le Chan and his generals fought against the enemy, but the enemy was strong, she bravely fought and sacrificed herself at Giat Dau mountain to maintain her loyalty to the country.
Her merits, virtue and stature have blended into the Bach Dang waves, creating a river and mountain shape, being revered by posterity as Thanh Hoang - Thanh Mau, a source of pride and a sacred symbol of the heroic city.
Promoting tradition from the ancient An Bien land, Le Chan ward continues to affirm the spirit of solidarity, innovation, creativity, building the ward to become increasingly rich and beautiful, civilized, for the prosperous and happy life of the people, determined to turn historical and cultural values into a driving force for development. The locality also continues to have activities to raise the sense of responsibility of each person in preserving the Nghe temple and An Bien communal house relics and promoting the value of the Traditional Festival of General Le Chan - National Intangible Cultural Heritage.

This year, the traditional festival of General Le Chan takes place from March 25 to 27 (ie, from March 7 to 9) of the 2nd Binh Ngo year at the locations: Statue of General Le Chan, National historical and cultural relic Den Nghe and national architectural and artistic relic An Bien communal house.
This year's festival is organized in a solemn scale, including two main parts. The ceremony part is performed according to traditional rituals with activities such as the cáo yết ceremony, incense offering ceremony, female mandarin worshiping ceremony, and bộ procession from An Bien communal house and Nghe temple.
The festival part is vibrant with many rich cultural and sports activities, imbued with traditional identity such as rural market space, water fairy flower contest, blue dance, dưỡng sinh gymnastics, human chess and folk games... Besides, there are sports tournaments such as Le Chan 2026 Youth and Children's Football Cup, badminton and open table tennis tournament, attracting a large number of people and tourists to participate.
Also on the evening of March 26 (ie February 8 of the year Binh Ngo), at the national historical and cultural relic Den Nghe, Hai Phong Museum, Long Thanh Ca Tru Club coordinated to organize a Ca Tru singing art performance program in response to the Traditional Festival of General Le Chan in 2026.
Participating in the program are ca tru singers, instrumentalists, and officials from Long Thanh Club, Hai Phong Ca tru parish, and the response of a large number of people and tourists. It is known that within the framework of the festival, on the afternoon of March 27 (ie February 9 of the Binh Ngo year), at Nghe Temple, there will also be a Chau Van Performance program "Practicing Mother Goddess Worship of the Three Palaces of Vietnamese People" performed by shaman Vu Van Tu.
