On behalf of the Secretariat, Politburo Member, Standing Secretary of the Secretariat Tran Cam Tu signed and issued Directive No. 04-CT/TW on strengthening the Party's leadership over publishing activities in the new situation.
The directive was issued in the context that Vietnamese publishing has had more than 70 years of construction and development, achieving many important achievements, playing the role of a sharp "ideological weapon" of the Party, State and People. At the same time, this is also an important part of national culture, contributing to fostering knowledge, orienting aesthetics, improving people's knowledge and developing Vietnamese people.
Publishing plays a pillar role on the ideological and cultural front
Directive 04-CT/TW clearly defines the viewpoint: publishing is a sharp ideological field, with the task of propagating, disseminating, building and protecting the ideological foundation of the Party, policies and laws of the State.
Not only stopping at the political - ideological role, publishing is also the pillar of culture, playing the role of building a national knowledge foundation, creating social values, leading aesthetics and spreading cultural and spiritual values in the community.
In that spirit, publishing activities must well meet the needs of reading, learning, entertainment and enjoying spiritual culture of the People; taking readers as the center, thereby building and developing reading culture in society.
At the same time, publishing is identified as an important tool in education and training and is a part of the cultural industry, contributing to the formation of a chain of digital content value, digital assets, improving economic efficiency and national competitiveness.
In the context of integration, publishing also plays a role as a bridge for exchange and absorption of human cultural quintessence, an important cultural diplomacy tool, contributing to affirming and promoting Vietnam's soft power in the international arena.
Accelerate digital transformation, making publishing a modern economic sector
One of the important highlights of the Directive is the orientation of publishing development towards modernity, associated with digital transformation and digital economy.
The goal by 2030 is that the publishing industry must implement deep digital transformation, develop technology infrastructure, digital platforms and digital content; prioritize electronic publishing, product diversification, application of artificial intelligence and big data in all publishing activities.
Along with that, 100% of publishing houses participate in electronic publishing, 80% of printing facilities are modernized, becoming an important supporting industry.
Further, by 2045, Vietnam aims to build a strong, diverse and modern publishing and communication system; well meet the needs of people's reading, learning, and entertainment and become a digital economy with the ability to reach out globally.
To realize these goals, the Directive sets out many key tasks and solutions such as: completing the legal system on publishing and copyright protection, especially in the digital environment; building a shared data infrastructure; developing a digital publishing ecosystem; encouraging technology businesses to participate; improving the quality of human resources.
In addition, the development of reading culture continues to be emphasized as a xuyên suốt task, with the requirement to form reading spaces, reading culture institutions in the community, promote the movement of all people reading books, towards building a learning society.
Directive 04-CT/TW is not only a direction for the publishing industry, but also reflects a new development mindset: putting publishing at the center of the process of building a knowledge base, developing culture and promoting the digital economy.
In the context of digital transformation and deep integration, promoting the role of publishing is both an urgent requirement and an opportunity for Vietnam to improve its competitiveness, spread cultural values and affirm its position in the international arena.
