The Circular stipulates the decentralization and division of authority of local authorities at 2 levels in the fields of culture, sports and tourism; the order and procedures for decentralization and division of authority.
Decentralization in the fields of culture, sports and tourism
Organizing regional, continental and world-level sports competitions held in Vietnam for people with disabilities; national mass sports competitions specified in Clause 3, Article 13 of the Law on Physical Education and Sports are amended and supplemented by the Law amending and supplementing a number of articles of the Law on Physical Education and Sports decided by the Vietnam Department of Physical Education and Sports.
Organizing championships and youth championships for each regional, continental and world sport held in Vietnam; National championships and annual national youth championships for each sport specified in Clause 2, Article 38 of the Law on Physical Education and Sports are amended and supplemented by the Law amending and supplementing a number of articles of the Law on Physical Education and Sports decided by the Vietnam Department of Physical Education and Sports.
The decision to promulgate the competition law of sports or the decision to apply the competition law of sports issued by the international sports federation prescribed in Clause 2, Article 38a of the Law on Physical Education and Sports is amended and supplemented by the Law amending and supplementing a number of articles of the Law on Physical Education and Sports decided by the Vietnam Department of Physical Education and Sports.
Approving the provisions of the Law on High Performance Sports Competition stipulated in Clause 2, Article 39 of the Law on Physical Education and Sports amended and supplemented by the Law amending and supplementing a number of articles of the Law on Physical Education and Sports decided by the Vietnam Department of Physical Education and Sports.
Approving the Regulations on high-performance sports tournaments in cases where a national sports federation has not yet been established. The Law on Physical Education and Sports is amended and supplemented by the Law amending and supplementing a number of articles of the Law on Physical Education and Sports decided by the Vietnam Department of Physical Education and Sports.
The re-registry of the publishing activities of the publishing facility is regulated in Clause 2, Article 18 of Circular No. 01/2020/TT-BTTTT dated February 7, 2020 of the Minister of Information and Communications detailing and guiding the implementation of a number of articles of the Publishing Law and Decree No. 195/2013/ND-CP dated November 21, 2013 of the Government detailing a number of implementing procedures and methods for the Publishing Law amended and supplemented by Circular No. 23/2023/TT-BTTTT dated December 31, 2023 of the Minister of Information and Communications, issued by the Provincial People's Committee or branch office.
Adjust and supplement information in the license to establish representative offices of foreign publishers and organizations distributing foreign publications as prescribed in Article 21 of Circular No. 01/2020/TT-BTTTT amended and supplemented by Circular No. 23/2023/TT-BTTTT implemented by the Provincial People's Committee.
Defining authority in the fields of culture, sports and tourism
Implement the responsibility of managing advertising activities in the area as prescribed in Article 10 of Circular No. 10/2013/TT-BVHTTDL dated December 6, 2013 of the Minister of Culture, Sports and Tourism detailing and guiding the implementation of a number of articles of the Advertising Law and Decree No. 181/2013/ND-CP dated November 14, 2013 of the Government detailing the implementation of a number of articles of the Advertising Law implemented by the People's Committees at the commune level.
Collecting and reporting information on family and prevention and control of domestic violence as prescribed in Clause 4, Article 5 of Circular No. 07/2017/TT-BVHTTDL dated December 29, 2017 of the Minister of Culture, Sports and Tourism regulating the collection and reporting of information on family and prevention and control of domestic violence by the People's Committees at the commune level.
Receiving a report on the organization of grassroots mass sports competitions as prescribed in Clause 4, Article 8 of Circular No. 09/2012/TT-BVHTTDL dated November 19, 2012 of the Minister of Culture, Sports and Tourism regulating the organization of grassroots mass sports competitions received by the People's Committees at the commune level.
The Circular takes effect from July 1, 2025.
The provisions of this Circular expire from March 1, 2027, except for the following cases:
a) Decree regulating decentralization and delegation of authority in the fields of culture, sports and tourism; Decree regulating the division of authority of local authorities at two levels in the fields of culture, sports and tourism proposed by the Government and decided by the National Assembly to extend the application period partially or fully, in which, the content related to the provisions in this Circular is allowed to extend the application period.
b) Laws, resolutions of the National Assembly, laws, resolutions of the National Assembly Standing Committee, decrees, resolutions of the Government, decisions of the Prime Minister with regulations on the authority, responsibility for state management, procedures specified in this Circular are approved or issued from July 1, 2025, effective before March 1, 2027, then the corresponding provisions in this Circular will expire at the time the legal documents take effect.
