The Ministry of Culture, Sports and Tourism recommends that localities strengthen heritage management and protection

Localities are recommended to comply with the provisions of law and international treaties signed by Vietnam regarding the world cultural and natural heritage.

Deputy Minister of Culture, Sports and Tourism Hoang Dao Cuong signed Official Letter No. 2587/BVHTTDL-DSVH sent to the People's Committees of provinces/cities under the Central Government on strengthening the management, protection and promotion of the value of historical - cultural relics and scenic spots.

The document stated that recently, the mass media reported on the situation of many historical relics and national heritages being encroached upon. The document aims to implement the direction of Deputy Prime Minister Mai Van Chinh on closely monitoring the situation, grasping press reports on the above issues to promptly find appropriate solutions according to authority; guiding, inspecting, and inspecting the work of preserving, restoring, and embellishing relics and heritages to ensure effective management, protection, and promotion of the value of heritages and relics nationwide.

The Ministry of Culture, Sports and Tourism requests the People's Committees of provinces/cities under the Central Government to direct competent authorities and local authorities to comply with the provisions of the law on cultural heritage and international treaties in the UNESCO Conventions that Vietnam has signed regarding world cultural and natural heritage.

Strictly implement the Law on Cultural Heritage and guiding documents for implementation; Directive No. 274/CT-BVHTTDL dated September 23, 2022 of the Minister of Culture, Sports and Tourism on strengthening state management of a number of cultural and artistic activities, festivals, protection and promotion of cultural heritage values, restoration and tourism development; Official Dispatch No. 3656/BVHTTDL-DSVH dated August 27, 2024 and Official Dispatch No. 1218/BVHTTDL-DSVH dated March 25, 2025 of the Ministry of Culture, Sports and Tourism on strengthening management of activities to protect, preserve, renovate, restore and promote the value of historical - cultural relics and scenic spots.

Request the People's Committees of provinces/cities under the Central Government to direct units to review all relics that have been inventoried and classified in the area, ensuring that there must be organizations and representatives directly responsible for managing, protecting and caring for relics. The relic management apparatus ensures effectiveness and efficiency to effectively carry out the task of protecting relics, not leaving the relic without or without a clear person directly responsible, slow in detecting and handling when an incident of violation of the relic occurs, in cases beyond the authority, report to the People's Committee at the provincial level for consideration and handling.

Review, supplement, and complete scientific records of relics, and at the same time issue regulations on management, protection, and promotion of the value of historical - cultural relics and scenic spots under their authority. It clearly defines the regulations on the protection of relic works, relic artifacts, and cultural landscapes of relics, along with specifically assigning the protection responsibility of organizations and individuals effectively.

Organize reviewing, drawing experience, clarifying the responsibilities of relevant organizations and individuals, not allowing similar violations of relics to occur; Direct the strengthening of management, protection of security, safety of relics and relic artifacts as well as the management of relics in the area; proactively develop a prevention plan, detect early and be ready to prevent and handle acts of encroachment and sabotage. Strengthen propaganda and education to raise awareness and awareness of protecting relics in the community.

Citing the 2024 Law on Cultural Heritage, which was approved by the 15th National Assembly of the Socialist Republic of Vietnam, 8th session, on November 23, 2024, effective from July 1, 2025, in which, Clause 4, Article 90 on the responsibility for state management of cultural heritage of the provincial People's Committee, the Ministry of Culture, Sports and Tourism recommends that localities need to prepare well the conditions (finance, human resources, database, etc.) to ensure state management activities according to decentralization and delegation of authority to protect and promote the value of cultural heritage in general, and relics in particular. Proactively plan to organize and implement the Law on Cultural Heritage to ensure timeliness, unity and efficiency.

Organize propaganda, dissemination, and training for cadres working in the management of sectors and fields under the scope of the Law on Cultural Heritage of localities, people, and enterprises on new regulations of the Law and documents detailing the implementation of the Law. Guiding and directing local news agencies, newspapers and magazines to have plans to widely disseminate the Law on Cultural Heritage and documents detailing the implementation of the Law.
