The Ho Chi Minh City Department of Culture and Sports has issued a decision to sanction administrative violations against the organizers of the show "Tu Tinh Phuong Nam 4".

According to information from the Ho Chi Minh City Department of Culture and Sports at the regular press conference in Ho Chi Minh City on the afternoon of April 9, based on the provisions of Decree 38/2021/ND-CP, the management agency has established the violation of "organizing art performances not in accordance with the content stated in the approval document" against Kim Loan Entertainment Co., Ltd. - the unit that organized the program.

The performance excerpt from Me Linh Biet Khuc Cai Luong performed by Vo Thi Thuy Dung (stage name Bum Bum) was not in the list of performances that had been approved by the Department before. This was identified as the main violation leading to the handling.

Previously, on February 26, the Ho Chi Minh City Department of Culture and Sports received a dossier requesting to organize the program "Southern Love 4" of Kim Loan Entertainment Co., Ltd. After considering, on March 5, the Department issued a document approving the organization of the performance, and at the same time, the Arts Council proceeded to appraise the content according to regulations.

However, during the program taking place in Ho Chi Minh City, management agencies recorded changes in content compared to the registered dossier. Notably, the performance of Bum Bum - granddaughter of the late artist Vu Linh with a classic excerpt caused controversy on social networks. Many opinions said that the performance was still limited in expertise, lacked standards, and affected the value of the classic Cai Luong work.

In addition, Hong Loan's appearance in the program also contributed to increasing the attention to the event. In particular, the performance "Lanh cung" with Hong Loan's participation was criticized for lip-syncing to collect money from the audience.

On March 16, the Ho Chi Minh City Department of Culture and Sports organized a working session with relevant parties. Here, representatives of Kim Loan Entertainment Co., Ltd. admitted that they had made mistakes when putting performances outside the approved list into the program.

On that basis, the Department has completed the dossier and issued a decision to sanction administrative violations in accordance with legal regulations. The specific penalty level is not disclosed in detail, but functional agencies emphasize that this is a lesson for performance organizing units in complying with the content that has been licensed.

Leaders of the Ho Chi Minh City Department of Culture and Sports said that this agency always encourages young artists to participate in creativity, inherit and promote traditional artistic values. However, for classic works with high academic and artistic value, performers need to have serious preparation, improve their expertise and consider carefully before putting them on stage.
