Posing as a customer who wants to import a large number of bicycles and old electric motorbikes without documents to do business in a northern mountainous province, the reporter was present at Vu Luong electric vehicle store after being instructed by phone.

According to the records, the actual facility was the store owner's private house. Part of the yard is used for car display, the rest is divided into installation and repair areas, all done manually, without any technical standards or inspection procedures.

We were followed by a young woman, claiming to be the wife of the Vu Luong store owner. When asked about the process of assembling and distributing electric vehicles, this person frankly admitted: "The assembled samples here cannot be taken for inspection after completion".

The woman said that the popular electric bicycle models at the store are called turtle bicycles by the industry, without pedals, the lowest price is 3.7 million VND, some are 4.2 million VND, all of which do not include batteries and accompanying accessories.

To be legally registered, buyers have to spend an additional 1-2 million VND, but these models are cheap, if they are brought for inspection, they will be expensive, many spare parts will not have an input source, so this model is not registered by anyone, people call it a documentless vehicle, the woman explained and added that all cars here have ready-made models and are completely installed by hand, the imported components are mainly from distributors, and the origin is mostly from China.

The store owner also shared that because there are no documents, these vehicles must be strictly managed, if they are discovered to be consumed, they will be strictly handled. In Hanoi, it is likely that the authorities will strictly inspect, while neighboring provinces or right in An Thi, if the "law is fully enforced", there will be less risks.

Customers can choose to buy genuine goods with the company's registration and inspection but the price is much higher. If Vu Luong's goods are assembled, the price will be affordable but there are no documents.

"This type of product has an abundant supply, always available replacement components, the quality is no different from new vehicles, but the price is much cheaper", said the owner of Vu Luong electric vehicle store.

According to this woman, electric vehicles running on batteries are now more popular because they are easy to buy and easily replace when the battery is swollen or hot. Meanwhile, battery-powered electric vehicles are prone to fire and explosion, so many people only buy battery-powered vehicles. Vu Luong store also installs larger batteries to increase vehicle performance, meeting customer needs.

Talking about the trend of the electric vehicle market in recent times, the woman said that in the past 2 years, the market has emerged as a "Hot girl" model with two separate saddles.

This product is sold in urban areas such as Hanoi or Quang Ninh... The average price is about 13 million VND/vehicle. Initially, the manufacturer still designed two saddles, but later generations only had one saddle due to legal regulations.

The woman said that the goods were imported from China. When sales companies see the model selling well, they simultaneously import it, assemble it according to the model, frame it to register and register the license plate. Everyone follows the trend, any hot, cheap car model will be imported by businesses to sell to customers.

Only install a vehicle when there is a customer ordering to avoid inspection
