Ho Ngoc Ha's M.O.I brand responds to the recall of 40 cosmetic product announcements

M.O. I Cosmetics - a cosmetics brand associated with Ho Ngoc Ha - affirmed that there is no longer a business need with 40 receiving numbers having their product declaration forms revoked.

According to Decision No. 610/QD-QLD dated July 27, 2026 of the Drug Administration of Vietnam (Ministry of Health), there are 313 numbers receiving cosmetic product declaration forms from 14 recalled enterprises. Among them, M.O. I Cosmetics Co., Ltd. has 40 receiving numbers.

The decision was issued based on Official Dispatch No. 221426/26/CV-MOI dated April 22, 2026 of M.O. I Cosmetics. The reason given by the management agency is that the enterprise voluntarily requested to recall because there is no longer a need to trade in corresponding products.

After the information was announced, M.O. I Cosmetics officially responded. The business said that the related items are out of stock and no longer on the current business list.

The detail "out of stock" is information provided by M.O. I Cosmetics. The decision of the Drug Administration of Vietnam only records the reason that the business no longer has business needs, and does not confirm the condition of goods at agents, distributors or third-party sales channels.

M.O. I Cosmetics cited point i, clause 1, Article 46 of Circular 06/2011/TT-BYT, stating that the regulation allows the revocation of the receipt number of the Announcement Form when the organization or individual responsible for putting the product on the market has a written request.

According to the company's explanation, the procedure is carried out when the unit stops production, stops importing limited edition products or does not continue to trade in old products. M.O.I Cosmetics also believes that the recall does not stem from the cause that the product violates quality, is unsafe, contains banned substances or is mislabeled.

The decision of the Drug Administration of Vietnam does not mention the above reasons, but also does not provide a quality test conclusion for each product.

Received number. The Declaration Form records that the cosmetic declaration dossier has been received by a competent authority. This number is not a product certificate ensuring safety, effectiveness or meeting all quality requirements.

The recall of the number received on a voluntary request is different from the decision to suspend circulation, collect or destroy products due to violations. This document does not require consumers to return purchased products.

After the decision takes effect, M.O.I cannot continue to use the 40 recalled receipts as a basis for putting the corresponding products on the market.

M.O. I Cosmetics is a brand co-founded by Ho Ngoc Ha and Lam Thanh Kim. Ho Ngoc Ha takes on the role of Creative Director.
