Hanoi people's standards are an inevitable need
On January 1, 2025, the amended Law on the Capital will officially take effect. In this Law, the issue of building Hanoi's culture and people is stated in great detail.
Article 21 of the Capital Law sets out the requirement: “Building a culture of Hanoians that is gallant, elegant, loyal, civilized, representing the culture, conscience and dignity of the Vietnamese people” and “The City People's Council prescribes measures to prioritize resources for protecting and developing the culture of the Capital; investing resources to manage, exploit and use effectively to meet the requirements of protecting, developing the culture of the Capital and international integration”.
To meet that requirement, the value system, determining the criteria for building Hanoi people for the new period, the period entering the era of national development is an issue that needs to be raised.
When raising the issue of Hanoian culture, Professor Tran Ngoc Them frankly stated that the rapid development in Hanoi's scale has led to a difficult situation to control in terms of culture and society, and it is not simply alarming. The urban government and the people of Hanoi should declare war on bad habits that are partly our fault for allowing them to creep in. It is necessary to restore the beautiful features that have become the identity of Hanoians, re-establish the system of Hanoian personalities in the context of a contemporary Hanoi, creating a solid foundation for the sustainable development of the capital Hanoi - a civilized, heroic city, for peace.
At the seminar on implementing solutions to propagate the system of cultural values, family values and standards of Vietnamese people in the new period, building criteria for elegant and civilized Hanoians held on December 11, there were many opinions contributed on this issue.
Deputy Director of the Hanoi Department of Culture and Sports Tran Thi Van Anh said that in the context of globalization and deep international integration, Hanoi is facing many great opportunities but also many challenges. The intersection between traditional and modern values, between national identity and international influence poses an urgent need to build a system of human values suitable for the times, while affirming the representativeness of the Capital to the whole country.
Notably, for the first time, Hanoians are "gallant, elegant, loyal, civilized" into specific criteria such as: Elegance in demeanor, behavior expressed in communication, neat and appropriate clothing; civilized in public behavior such as awareness of obeying the law, maintaining order, environmental sanitation and respecting common spaces; creativity in thinking and action; modern in lifestyle: Mastering technology, effectively applying it to work and life; international integration in communication and perception (proficient use of foreign languages, proactive access to world civilized values); traditional in spirit and character...
Elegant and civilized on digital platform
In the context of strong digital transformation today, it is also necessary to establish standards for Hanoians in digital space.
Currently, Hanoi is mobilizing people to participate in the “Digital Capital Citizen” application - iHanoi. Launched at the end of June 2024, this application serves as an online interactive channel in the digital environment between people, businesses and city authorities at all levels, helping to comprehensively reflect issues related to people's lives, in order to receive and resolve them promptly. Through this application, people and businesses can reflect on life issues, thereby helping the authorities receive and resolve them promptly.
Mr. Tuan Anh - an officer of Van Quan Ward Police, Ha Dong District said: "Smart utilities related to all aspects of life from culture, transportation, health, education, environment, land, agriculture, etc., are bringing many benefits to people and businesses. Participating in digital transformation is also building standards for Hanoians through reflections on negative behaviors and uncivilized conduct in life, and at the same time, applying "Digital Capital Citizen" will discover and spread good examples and good deeds".
Providing specific criteria for Hanoians to be gallant, elegant, loyal, and civilized on a digital platform is a contribution to making Hanoi a pioneer in building digital government, digital economy, digital society, and digital citizens.
