In particular, every time the country faces dangers, difficulties, and challenges, it is the spirit of national great unity, tradition of patriotism, will for independence and self-reliance, love, sharing and supporting each other that have combined into unparalleled strength to bring the country to firmly write golden pages of history.
Going back in history, right from the time the Party was born, in many important and urgent tasks to prepare for the general uprising to overthrow the fascist and feudal colonial regimes, establishing a democratic and republican regime, our Party and beloved President Ho Chi Minh have determined the special position of Culture. The Outline on Vietnamese Culture in 1943 - Our Party's first platform on culture, established culture as one of three fronts (political, economic, cultural), showing the thinking, vision, and deep concern of our Party in cultural development. In addition to the close and organic relationship with other areas of social life, the "new culture" that the Outline established also shows radical theoretical value when putting people in the center. The position of people lies in the leadership role of the Party in cultural and artistic work; and importantly, the people are the subjects of culture, the creative force, transmission, preservation and promotion of cultural heritage.
Three years after the Outline was born, at the first National Cultural Conference opened on November 24, 1946, President Ho Chi Minh further emphasized the role of orienting and guiding culture towards the development of the country and nation through the affirmation "Culture must guide the nation to implement Independence, Self-reliance and Autonomy", "Culture paves the way for the nation to go".
Since then, throughout the Congresses, Resolutions, Conclusions, and Directives of the Central Government, the Politburo, and the Secretariat have emphasized: Culture is the spiritual foundation of society, both a goal and a driving force for development. Culture has nurtured the soul and identity, from the heroic music of the resistance culture, to the confident dances of integration sports with aspirations to reach higher, with tourism steps to bring the country to the world, and the press has become a knowledge channel connecting trust between the Party and the People.
At the 13th National Congress of Delegates, our Party affirmed "...Closely linking and synchronously implementing tasks, in which socio-economic development is the center; Party building is key; cultural development is the spiritual foundation; ensuring national defense and security is essential and regular". The Congress pointed out the key task as: "Raising the aspiration to develop a prosperous and happy country; promoting cultural values and the strength of Vietnamese people in the cause of building and protecting the Fatherland and international integration".
Looking back at the past journey, especially the process of implementing the Resolution of the 13th National Congress of the Party, under the close, comprehensive, and profound leadership and direction of the Central Executive Committee, directly and regularly the Politburo, the Secretariat, headed by the General Secretary; the concern and companionship of the National Assembly; the drastic and creative direction and administration of the Government and the Prime Minister; the joint efforts and consensus of those working in culture, information, sports and tourism nationwide; the consensus and support of all classes of people as cultural creative subjects have gradually "deeply penetrated" into all fields and activities of life; and especially have inspired and aroused pride in the heroic history and good traditional cultural values in the young generation of Vietnam, making positive contributions to the common achievements of the country. With culture and from culture, the image of Vietnam "safe - friendly - gentle - hospitable - socially friendly" has gradually become more and more prominent.
Looking back at 2025 - the year of many important political events of the country, and also the year the Culture Sector celebrates the 80th Anniversary of the Traditional Day. Comrade General Secretary To Lam attended and delivered a directing speech at the Ceremony to celebrate the 80th Anniversary of the Sector's Founding Day. The General Secretary affirmed: "80 years - a journey full of emotions, full of difficulties, hardships, sacrifices but very glorious, has shown the aspirations to rise up of a nation that always knows how to take Culture as the spiritual foundation, as the internal strength, as the torch illuminating the path for all victories.
The 14th National Congress of the Party is about to open, our country is entering a new era. 2026 is the first year the entire Party, people, and army have implemented the Resolution of the 14th Party Congress; at the same time, this is also the first year of implementing Resolution No. 80 NQ/TW dated January 7, 2026 of the Politburo "On Vietnamese Culture Development", "National Target Program on Vietnamese Culture Development in the period 2025 - 2035" along with the system of policies, strategies, and projects approved by competent authorities. Culture must go ahead and see the way, imbue each policy, shape human dignity, social ethics and national dignity; truly become a solid foundation and endogenous strength, contributing to the goal of rapid and sustainable development and the two 100-year goals that the Party, State and People of our country have established.
In the context that the world is forecast to continue to fluctuate rapidly and complicatedly, with increasingly fierce competition from major countries, including competition for cultural values and influence; countries are striving to define their role in the new world order, especially the "cultural position" that requires the team of officials working in culture, information, sports and tourism nationwide to be highly determined, make great efforts and act decisively to achieve the desired results.
Deeply aware of its responsibility for cultural development assigned by the Party, State, and Government, in the coming time, the entire Culture, Sports and Tourism sector will continue to deeply research and raise awareness more fully and deeply about culture in the spirit of the Resolution of the 14th National Congress of the Party, Resolution No. 80-NQ/TW dated January 7, 2026 of the Politburo, first of all in state management agencies on culture, information, sports and tourism: Doing a good job of advising Party committees and authorities at all levels so that Culture must be developed on par with politics, economy, and society. Developing culture and people is the foundation, an important endogenous resource, great driving force, pillar, regulatory system for rapid and sustainable development of the country. We need to have "correct awareness to act beautifully". Effectively implement the thematic message of the Sector: "Culture is the foundation - Information is the circuit - Sports is strength - Tourism is a connecting bridge".
In parallel with that, promptly institutionalize the Party's resolutions and conclusions on culture, improve the legal system to be synchronous, feasible, easy to implement, and compatible with the key Resolutions issued by the Politburo in the past; especially in the context of developing digital culture, digital economy, digital citizenship, decentralization and delegation of power to localities. Review and unblock "bottleneck points", "knotholes" and legal gaps, especially in the fields of performing arts, literature, as well as some cultural industries... to advise on adjusting, supplementing, amending, creating mechanisms for exploiting, creating and maximizing resources for sustainable cultural, information, sports and tourism development.
Focus on effectively implementing 03 strategic breakthroughs with many new contents that have been established in the Political Report of the 14th National Party Congress on institutions, infrastructure, human resources for culture, sports, information and tourism placed in the context of the Digital Government, digital environment, digital economy, digital society. Proactively arrange and consolidate the organizational structure in a streamlined, strong, effective, and efficient direction; thoroughly decentralize and delegate power to localities and grassroots levels. Build a contingent of cadres, civil servants, public employees, and workers with qualities and capabilities that meet the requirements of tasks in the new context. Strengthen training and fostering cadres, especially young cadres with expertise, prestige, ethics and development prospects; and at the same time discover, foster and create sources of cadres, creative activists, directors, artists, actors, athletes, reporters... to succeed, ensuring continuous legacy. In which, special priority is given to training human resources in the field of digital creation and traditional arts.
Focus on realizing the viewpoint "Culture is the foundation". Accordingly, the Ministry and the Sector continue to promote the work of building a cultural environment, seeing this as the root to build an advanced culture, rich in national identity, unified in diversity. Focus on solutions to build a modern, humane, rich in national identity cultural environment in each family, community, agency, and business; bring culture deep into social life, arouse the spirit of solidarity, self-confidence, autonomy, self-reliance, self-strengthening and national pride. Complete and implement the national value system, cultural value system, Vietnamese family values, human standards; prevent moral degradation, lifestyle and social evils. narrow the gap in cultural enjoyment between regions, especially paying attention to remote areas, ethnic minorities, islands, and border areas.
Preserving and promoting the values of cultural heritage must be given more importance, so that "heritage becomes a special asset, commodity" bringing real values to the socio-economic development of the country. Promoting digitalization of heritages nationwide; preserving, restoring, and organizing traditional festivals well; effectively linking heritage and tourism. Building and completing scientific dossiers requesting UNESCO to recognize and register cultural heritage.
Synchronously deploy strategies, initiatives, and breakthrough solutions to promote the development of Vietnamese cultural industries. Strengthen connectivity, increase product value, and transform cultural values into national soft power. Review and improve laws on copyright, related rights, mechanisms and policies to support the development of the cultural industry, including taxes, land, and access to credit. At the same time, promote the application of science and technology - digital technology in the development of these industries.
Strongly deploy solutions to make journalism, media, and publishing truly a "gateway" inside, regulating the stability and balance of social life. Innovate the content and methods of foreign information activities, introducing and spreading the image of the country and people of Vietnam to international friends; improve the quality of book titles and valuable book sets, diversify exhibitions and book fairs, contributing to promoting reading culture and building a learning society.
Focus on developing Vietnamese physical education and sports to new heights, so that "If the people are strong, the country is prosperous". Deploy synchronous solutions to realize the message: "Tourism is a bridge of connection" - connecting culture, connecting people, connecting heritage regions - connecting Vietnam with friends from five continents.
A term has closed with many profound imprints. A new term, with a new development journey, new springs approaching, carrying so much faith and aspiration, with the mindset of "Looking far, looking wide, thinking deeply, doing big", the entire Culture, Information, Sports and Tourism sector will constantly innovate, constantly create, always "keep the rhythm and create new rhythms that are more comprehensive, more intelligent, more humane", maintain the motto: "Determined to act - Aspiration to contribute", so that the flow of time can pass, but the imprints and achievements of today are always a solid fulcrum for tomorrow and forever for the future.
