Actively deploy many solutions
Hanoi Employment Service Center has actively implemented many solutions to support and resolve policies and regimes for workers in a timely and complete manner.
According to recent statistics, the number of policy beneficiaries has increased due to the impact of COVID-19. Specifically: 72,546 people in 2022; 85,616 people in 2023; estimated 80,000 people in 2024. Number of people with vocational training decisions in 2024 (by November 30, 2024): 1,111 people; number of people with vocational training decisions in 2023: 778 people.
According to regulations, during the period of unemployment benefits, in addition to unemployment benefits, employees are also entitled to health insurance benefits, free job counseling and vocational training support according to regulations, 1.5 million VND per month (maximum support period of 06 months).
The Center has used support tools on the Zalo platform, established a Zalo OA account "One-stop Department, Hanoi Employment Service Center", using existing administrative data.
Before the employee reaches the deadline to receive the results (Decision) of unemployment benefits, the Center uses the OA account to send synchronized messages to all employees with results on a daily basis with messages, instructions and specific links that have been formatted, designed with a module full of information inside about unemployment insurance (UI) policies, training occupations of each Vocational Training School/Institution (VET), employees can easily touch to research information, if there is a need to register for vocational training, just scan the QR code of each VET School/Institution to register online on the OA account; the registration information will be automatically connected to the Center's administrative account to be transferred to the VET Schools/Institutions to coordinate and support vocational training registration for employees in a timely manner.

After a period of implementation, up to now, the Center's Vocational Training and Employment Consulting Team has sent more than 65,000 Zalo OA messages to unemployment insurance workers in the City.
The implementation of information technology and digital transformation solutions in the propaganda work on vocational training policies for social insurance workers has created a spread, helping workers access complete and timely information that many workers previously did not know about the benefits they are entitled to under this humane policy of the State. The results after nearly half a year of implementing this form of online registration support have brought many positive results. The Hanoi Employment Service Center has coordinated to provide free consultation and vocational training registration support for: 697 social insurance workers in many different occupations. According to statistics, some occupations with many registered workers are: Beverage mixing techniques: 227 people; Cooking techniques: 129 people; Office IT: 87 people; B2 driving: 70 people. Up to now, some vocational training classes of the Schools have been and are being implemented to help workers have the opportunity to promptly participate in free short-term vocational training classes during the period of unemployment benefits, while gaining additional vocational skills, vocational certificates and having the opportunity to find new jobs, returning to the labor market soon.
At the same time, through daily interactions between the Zalo OA administrator account and employees, administrators have provided timely information and advice to many people on issues related to vocational training policies, how to receive unemployment benefits, instructions for monthly declarations, job referral consultation connections, etc.
The timely information support as above has been recognized by many unemployment insurance workers, who have positively evaluated the method and enthusiasm in consulting and supporting work. That is a great source of motivation for the Hanoi Employment Service Center to continue to strive to gradually improve the efficiency and quality of service to workers, contributing to the successful completion of the political tasks assigned by the City and the Department of Labor, War Invalids and Social Affairs of Hanoi.
