In his concluding remarks, the Prime Minister basically agreed with the reports and opinions of the delegates, assigned the Ministry of Home Affairs and the Government Office to complete and submit for promulgation the notice of the meeting's conclusion, and at the same time emphasized and clarified some more contents.
Emphasizing that the emulation movement must not be formal or perfunctory, but must be lively, practical and effective, the Prime Minister requested that emulation and reward work be carried out better, focusing on a number of key tasks.
Firstly, promote patriotic emulation movements, launch peak emulation campaigns, achieve achievements to celebrate major holidays and important political events of the Party, the country and the nation, to welcome Party Congresses at all levels and the 14th National Congress, and the 11th National Patriotic Emulation Congress.
Effectively implement emulation movements; advise on preliminary and final summaries of emulation movements nationwide; resolutely and effectively implement the peak emulation period of "500 days and nights of emulation to complete 3,000km of expressway" and "450 peak days and nights to eliminate temporary and dilapidated houses in 2025", to be completed before December 31, 2025 to celebrate the 14th Party Congress. At the same time, focus on resolving key and urgent requirements and tasks, especially urgently and effectively implementing the "revolution to streamline the organizational apparatus of the entire political system" in the spirit of Resolution No. 18-NQ/TW of the 12th Party Central Committee.
Second, organize the dissemination, popularization and implementation of the Politburo's Directive "on strengthening the Party's leadership over emulation and reward work in the new situation". Continue to research and perfect the system of legal documents on emulation and reward, creating a synchronous and complete legal basis.
Third, complete the plan to organize the Patriotic Emulation Congress at all levels and sectors towards the 11th Patriotic Emulation Congress to ensure practicality, effectiveness, and compliance with the purpose and requirements. Successfully organize the 11th National Patriotic Emulation Congress, so that it is truly a congress to honor typical models nationwide, and to crystallize the achievements of patriotic emulation movements.
Fourth, promote propaganda for collectives and individuals with outstanding achievements, focusing on propaganda for typical examples in "Studying and following Ho Chi Minh's ideology, morality and lifestyle", preventing and fighting corruption, practicing thrift, and fighting waste; typical examples with outstanding achievements in labor, production, study and work.
Fifth, perform well the work of commendation, ensuring timeliness, publicity and transparency. Enhance the role and responsibility of leaders in detecting, praising and rewarding...
Sixth, promote the role and responsibility of the Council and members of the Emulation and Reward Council at all levels, sectors and localities in advising Party committees and authorities in leading and directing the implementation of emulation and reward work.
