Currently, Ho Chi Minh City has 22 district-level administrative units (including 16 districts, Thu Duc City and 5 districts) with 273 commune-level administrative units, including 210 wards, 5 towns and 58 communes.
Implementing the 2-level local government model, Ho Chi Minh City will end the operation of Thu Duc City and 16 districts, 5 counties.
At the same time, rearrange 273 wards, communes and towns to 102 wards and communes (including 78 wards and 24 communes).
To ensure the operation of new wards and communes, Thu Duc City and districts are reviewing and re-numbering the existing headquarters system.
This review includes district-level administrative headquarters that will be redundant after the arrangement, along with unused public service facilities of agencies and units under Ho Chi Minh City.
The city requires the development of a reasonable plan to arrange working headquarters, effectively exploit existing facilities, and avoid waste.
The headquarters that are no longer in use will be handled according to regulations, prioritizing the conversion of functions to schools, medical facilities or public purposes.
District 3 Party Secretary Nguyen Thanh Xuan said that after the arrangement, the locality plans to continue to use 177/204 existing real estate addresses.
Meanwhile, District 12 Party Secretary Tran Hoang Danh said that there is a shortage of schools in the district. Therefore, District 12 proposed that the current headquarters of the People's Committee - District 12 Party Committee be converted into a high school.
Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc acknowledged that large district and county headquarters that are only used as ward headquarters will be very wasteful. Therefore, the city will prioritize converting the functions of these headquarters into schools and hospitals.
In particular, in the context that many schools in Ho Chi Minh City currently have small areas and do not meet standards, reusing surplus administrative headquarters is considered a practical and effective solution.
Mr. Nguyen Van Duoc said that the University of Vietnam and Germany has proposed to establish a second campus in Ho Chi Minh City. Therefore, departments and branches are reviewing all district and county headquarters, finding areas with suitable areas to facilitate the expansion of this university.
According to Mr. Duoc, Vietnam - Germany University is famous, and the Government leaders also raised the issue of this school training human resources for Ho Chi Minh City to operate an international financial center.
Ho Chi Minh City Party Secretary Nguyen Van Nen said that new wards and communes can be tested from June 15 to 20.
Mr. Nguyen Van Nen has requested relevant agencies and units to urgently arrange and assign headquarters and working equipment to cadres and civil servants in the new units, to be completed before June 10.

Along with the arrangement of the apparatus, Ho Chi Minh City will also re-allocate staff.
About 4,946 district-level civil servant payroll quotas will be allocated to commune and ward levels. In addition, 61,998 positions for civil servants and employees receiving budget salaries at the district level will be transferred in accordance with the establishment of public service units at the commune level.
In the commune, ward and town blocks, out of a total of 6,627 cadres and civil servants working at the current commune-level People's Committees (including 2,011 cadres and 4,616 civil servants) will continue to be retained in the commune-level payroll after the arrangement.
After adjustment, Ho Chi Minh City will have a total of 11,573 commune-level cadres and civil servants.
The Ho Chi Minh City People's Committee has directed localities on receiving, considering transferring, and appointing commune-level cadres to administrative civil service ranks, ensuring continuity and stability in the operation of the apparatus after the merger.
