The Ho Chi Minh City Ring Road 3 Project, the section passing through Dong Nai province, has a total length of 11.2 km. Of which, component project 1A is 6.26 km long and component projects 3 and 4 are 5 km long, with a total investment capital of VND 2,584 billion, of which 50% is from the central budget and 50% from the local budget. Implementation period is until 2026.
According to Dong Nai Provincial People's Committee, regarding site clearance work in component project 1A, 49 hectares of site have been handed over, reaching 100%.
As for component project 4, the compensation plan has been approved at 100%, and the site has been handed over for 46.46/65 hectares, reaching 71.47%. The locality is continuing to mobilize and organize compulsory handover for the remaining area of 18.5 hectares.
Regarding the implementation status of component project 3 - Construction and installation, the project has selected a construction contractor, including 3 main construction and installation packages. The accumulated disbursement to date is 88 billion VND/700 billion VND, reaching 12.69% of the capital plan.
For the Ho Chi Minh City Ring Road 4 project, which is about 200 km long, passing through Dong Nai for 45.54 km (accounting for 23%), the total project investment is 19,151 billion VND. Of which, the cost of site clearance is 7,850 billion VND, the construction cost is 8,594 billion VND, the consulting cost, reserve, and interest is 2,707 billion VND.
PPP investment form, state capital participation is about 9,205 billion VND, the rest is investor capital, toll collection period is 20 years.
According to the People's Committee of Dong Nai province, currently the province's public investment capital has been basically allocated and arranged for other projects in the medium-term public investment plan for the period 2021 - 2025, so it is very difficult to balance the capital participating in the Ho Chi Minh City Ring Road 4 project.
On March 19, the People's Committee of Dong Nai province issued a document on the implementation of the Prime Minister's direction related to important national and key projects in the transport sector and requested departments, branches and localities to urgently carry out the tasks assigned by the People's Committee of Dong Nai province, ensuring the timely implementation of the projects.
For the Ho Chi Minh City Ring Road 3 project, the People's Committee of Nhon Trach district urgently completed site clearance and handed over 100% of the area for project construction before June 30, but it has not been completed yet.
