According to data announced by the Department of Planning and Investment of Cao Bang province at the regular September meeting of the People's Committee of Cao Bang province, by the end of September 2024, the whole province had disbursed 2,306,787/5,944,721 million VND of public investment capital, reaching 38.8% of the plan.
Thus, with the remaining capital, from now until the end of 2024, an average of more than 1,000 billion VND must be disbursed each month, which is 3 times the average from the beginning of the year until now, for this mountainous province to be able to complete the plan.
At the regular meeting, the main reason for the low disbursement was given as the complicated natural disaster situation, especially storm No. 3 which caused serious damage and greatly affected the construction progress.
Investors have not yet come up with effective measures to solve the problem of lack of construction materials, while site clearance work still faces many difficulties and delays due to dependence on coordination with relevant parties.
Among the investors, 13/22 units are departments and branches with disbursement rates lower than the provincial average.
Only the Farmers' Association of Cao Bang province has completed disbursement (100%), the Project Management Board for Investment in Construction of Traffic Works of Cao Bang province has a disbursement rate of over 40%.
Notably, there are 5 units that have not disbursed any money, including the Department of Natural Resources and Environment of Cao Bang province, Cao Bang Radio and Television Station, Department of Construction, Cao Bang Hydropower-Metallurgy Joint Stock Company...
In addition, 4/10 People's Committees of districts and cities have disbursement rates lower than the average, including: Ha Quang, Hoa An, Nguyen Binh, Cao Bang City.
To speed up progress from now until the end of the year, the People's Committee of Cao Bang province is directing investors to strengthen inspection, supervision and remove difficulties.
In particular, it is necessary to increase human resources to promote construction progress and review and adjust capital for projects, ensuring timely disbursement.
The province also requested relevant parties to step up site clearance, resolve material shortages and convert land and forest use purposes to promptly hand over the site, contributing to the completion of projects by the end of 2024.
For projects that are still stuck in converting forest use purposes, investors need to proactively coordinate with the Department of Agriculture and Rural Development of Cao Bang province to speed up the implementation of conversion procedures, promptly creating construction sites in the remaining time of 2024.
