According to a report from the Steering Committee for Natural Disaster Prevention and Search and Rescue of Ha Quang district, around 8:00 p.m. on August 23, Mr. Vi Van T (born 1966) and Mr. Duong Van Th (born 1994), lived together in Ca Pooc hamlet, Ma Ba commune (Ha Quang district) is on his way home after a party.
Due to heavy rain, the road between Quang Vinh and Ma Ba communes had many places that were deeply flooded and the water flowed rapidly. However, two people still drove the car through the flooded section and unfortunately slid into the fields next to the road and were swept away by the floodwaters.
As soon as the incident occurred, Ha Quang District People's Committee mobilized functional forces and mobile militia from communes and hamlets to search for the two victims. However, due to turbid water, the water level rose about 8 meters above the road surface, two victims have not yet been found.
On the morning of August 26, Mr. Hoang Van Thach - Vice Chairman of Cao Bang Provincial People's Committee - went to the scene to check and urge search and rescue work for the two victims.
Vice Chairman of Cao Bang Provincial People's Committee requested the Steering Committee for Natural Disaster Prevention and Search and Rescue of Ha Quang district to promote a high sense of responsibility and seriously implement the motto "4 on the spot" with the goal of finding Find 2 victims as soon as possible.
In addition to searching, the authorities need to continue to monitor weather developments, promote propaganda, and warn people not to go to dangerous flooded areas out of curiosity. Accidents and unfortunate damages occur.
