According to the Project on arranging commune-level administrative units of Ha Long City, the two wards of Hong Ha and Hong Hai located on the shore of Ha Long Bay will be merged together and have a new name, Ha Long Ward.
According to the explanation of Ha Long City, Ha Long is the capital city, the economic, political, cultural, commercial and service center of Quang Ninh province; with Ha Long Bay recognized by UNESCO as a World Natural Heritage; an international foreign currency locality.
Hong Ha and Hong Hai wards are locally the administrative center of Quang Ninh province, with headquarters of the Provincial Party Committee, People's Council, People's Committee of Quang Ninh province and departments, branches and sectors. Therefore, the naming of the new ward after the merger is Ha Long bearing the mark of Ha Long City before the arrangement.
Ha Long ward has an area of 6.08 km2 (110% compared to the standard); population of 52,905 people (176% compared to the standard).
This new administrative unit will have the working headquarters of the Party Committee - People's Council - People's Committee - Fatherland Front Committee and socio-political organizations that are currently headquartered in Hong Hai ward. The ward police headquarters will be the headquarters of the Hong Ha ward People's Committee, while the ward military headquarters will be the current Hong Hai ward police headquarters.
According to the Project on arranging commune-level administrative units of Ha Long City, 30 commune-level administrative units will be arranged into 11 units; 2 communes of Dong Son and Ky Thuong will be merged with communes of Ba Che district.
Some central wards, also located on the shore of Ha Long Bay, are proposed to be merged as follows: merging Bai Chay ward with Hung Thang ward into Bai Chay ward; merging Hong Gai ward, Bach Dang ward, Tran Hung Dao ward into Hong Gai ward.
Yesterday, 13 districts, towns and cities of Quang Ninh have begun to collect voters' opinions on the Project on the arrangement of commune-level administrative units.
Also yesterday, the Standing Committee of the Steering Committee for the arrangement of commune-level administrative units of Quang Ninh province met and synthesized opinions on the proposal for a plan to name and location headquarters for 54 new commune-level administrative units, including: 30 wards, 22 communes and 2 special zones. Along with that, the Central Government approved Mong Cai as a special zone, the plan will adjust 51 new commune-level administrative units, including: 27 wards, 21 communes and 3 special zones (Van Don, Co To, Mong Cai).
In order to promptly issue policies and guidelines to serve the arrangement of commune-level administrative units, the Standing Committee of the Quang Ninh Provincial Party Committee agreed in principle to organize the 26th Session (special session) of the 14th Provincial People's Council, term 2021-2026 in April.
