The Steering Committee for the arrangement of administrative units at all levels and the development of a model for organizing local government at 2 levels (Steering Committee) has just issued Official Letter 03 to localities on orientation for some tasks of arranging administrative units (ADUs) and organizing local government at 2 levels; on the organization of the apparatus, cadres, civil servants and public employees when implementing the arrangement.
According to the direction of the Steering Committee, the local authorities after arranging and merging include People's Council and People's Committee. In which, the People's Council of the commune established two departments, the Legal Department and the Socio -Economic Committee.
Commune-level People's Committees establish a maximum of 4 departments and equivalents suitable for urban, rural and island characteristics, including: People's Council and People's Committee Office; Economic Department (for communes, special zones) or Economic, Infrastructure and Urban Affairs Department (for wards and special zones of Phu Quoc); Department of Culture - Social Affairs; Public Administration Service Center (determined as another administrative organization under the People's Committee at the commune level).
In case of not organizing specialized departments under the People's Committee of the commune, the provincial People's Committee shall decide to increase the payroll compared to the number of payrolls of commune -level cadres and civil servants to perform new tasks transferred from the district level.
The number of staff is expected to not exceed 40 cadres and civil servants, focusing on civil servants directly in charge of the fields of Party building work, the work of the Vietnam Fatherland Front and socio-political organizations, and government work.
For island districts and island cities with commune-level administrative units under their management, when implementing the arrangement into special zones, the operation of commune-level administrative units and the number of specialized agencies of island districts and island cities will be maintained as at present; then implemented according to the new instructions of the Government.
Regarding the number of leadership positions after the arrangement, the Steering Committee recommends that localities implement as follows:
- Leaders of the People's Council at the commune level include Chairman (current title) and 1 Vice Chairman (professional title).
- Leaders of the People's Committee of the commune include the Chairman (full -time title) and 2 Vice Presidents (1 Vice Chairman cum held the title of Chief of the Office of the People's Council and the People's Committee; 1 Vice Chairman concurrently holds the title of Director of the Public Administration Service Center).
The People's Council's committees include the Head of the Committee (contingue title) and 1 Deputy Head of the Committee (professional title).
The departments and equivalents of the People's Committee have a Head of the Department (specialized title or appointed by the Vice Chairman of the People's Committee) and 1 deputy head (specialized title).
For cases where commune-level administrative units remain unchanged (not reorganized) and do not organize specialized departments, the number of Vice Chairmen of commune-level People's Committees can be arranged to increase by 1 Vice Chairman to ensure the leadership and management role of the government in serving people and businesses.
The Steering Committee assigns localities, based on requirements and tasks, to proactively arrange and assign the use of concurrent leaders or reduce deputy heads of specialized departments and offices to increase the number of civil servants working directly to meet the requirements of serving people of the new commune-level administrative units.
