351 non-specialized officials in Gia Lai propose to become commune-level civil servants

Gia Lai has 351 non-specialized commune-level officials requesting to be recruited into commune-level civil servants, and 1,231 cases requesting to enjoy regimes and policies after arrangement.

On June 15, Gia Lai Provincial People's Committee said that it had a preliminary report on 1 year of implementing the arrangement of administrative units and operating the 2-level local government model in the province.

Before the arrangement, the total number of cadres, civil servants, and public employees (CBCCVC) of the government bloc of Gia Lai and Binh Dinh provinces was 63,644 people (old Gia Lai 33,711 people, old Binh Dinh 29,933 people).

After arrangement, Gia Lai province will have only 59,230 people, a decrease of more than 4,400 people, of which 19,979 people are at the provincial level and 39,251 people at the commune level.

As of May 1, 2026, the total number of civil servants and public employees receiving salaries from the state budget is 54,468 people.

The province has approved a list of 3,354 people eligible for early retirement and resignation according to Decree 178/2024/ND-CP and Decree 67/2025/ND-CP.

The number of non-specialized commune-level officials before the arrangement is 4,138 people. To date, the province has received 3,614 dossiers requesting settlement of regimes according to Decree 154/2025/ND-CP, of which 2,068 cases have been resolved with a total budget of more than 369 billion VND.

As of June 5, 2026, the Department of Home Affairs continued to receive 1,582 dossiers requesting resolution, including 351 cases requesting to be employed as commune-level civil servants and 1,231 cases requesting to enjoy regimes and policies according to Decree No. 154/2025/ND-CP of the Government.

For the remaining 84 cases, localities are arranging work in villages and residential groups or arranging them in suitable positions according to actual needs.

According to Gia Lai Provincial People's Committee, the operation of the 2-level local government model contributes to improving the effectiveness and efficiency of state management through streamlining the apparatus, strengthening decentralization and delegation of power; promoting socio-economic development, improving the quality of public service provision, serving people and businesses.

However, currently, competent authorities have not assigned official civil servant and public employee staff after arranging administrative units, causing some localities to face difficulties in arranging, recruiting and arranging commune-level CBCCVC, especially in receiving non-specialized personnel who meet the conditions to become civil servants.

According to the current commune-level organizational model, 1 professional department at the commune level is subject to the guidance and direction of many departments and branches; each civil servant must undertake many tasks in many different fields, while there is still a lack of practical experience. With urgent work requirements and high demands, a part of civil servants have not had time to adapt to the new model to effectively meet their tasks.

The work of arranging and assigning cadres after arranging the apparatus has been carried out according to regulations, but there are still difficulties due to new task requirements, large workloads while the organizational focal points have been streamlined.

The main reason is that the new model was deployed in a short time, many contents still need to be further guided and improved; the area is large, the commune level is large, the scale of development is uneven, the workload is large, requiring practical time to summarize, draw experience and adjust appropriately.
